Pretty much. It's not self-defense if the guy isn't hurting you.
Most of these guys who are doing this are not here to roleplay anyway. They are just here to annoy other players. You can tell them from the others. They sit around, asking for money, ramming you, shooting you, etc. We have 2 problems here...the starfliers that want to do nothing but annoy others and big ships who want to hunt the easy kills. Problem is, annoying someone is *not* against the rules. *sigh*

Who needs the LSF? You're gonna have enough trouble as it is with all the low Lv. Xenos around! Earlier me and a freind took out LH.RobinHood. He was in a Dagger so and we were both pre-Lv 29 as well, so we engaged. I have a Lv. 23 Xenos tagged Starblazer. The reason I keep it: You would not believe the amount of low Lv. players that farm Xenos around Quray. Oh yeah, and there are going to be plenty of LH around now as well...
I do not indescriminatly kill low Lv. players, I will seek them out for RP and ignore them if they are just one of the players trying to annoy people. I will engage RPers in conversation, try to recruit them to the Xenos cause/point out the corruption of the Liberty government. Usualy it's good fun.
As for those that farm Xenos or take missions against the Xenos, I will ask them to drop all the pilots. If they refuse they I will give them several warnings then attack, if they drop them they go free. I've been requesting LR and LH pilots as well now, saying they are wanted for interogation, but from now on I'll pay pilots for them, $2000 perhaps. It eases them into the RP server, people in fighters requesting they drop pilots, where they have a fair chance of winning in a fight, instead of a battleship appearing blasting them and just taking the pilots a few Lvs later.
I have found problems with keeping a low Lv. Xeno is that people will shoot you on sight regardless of the Lv. Yesterday (when PvP was turned on) I was leaving NY, when a Lv. 60 person flew up behind me and obliterated me. They could see I was in a starblazer and if they had checked, I wasn't over Lv. 29 but shot me due to the tag.

Nothing I suggested places people at fault for accidents.
An "execution" obviously would require a substantial burden of proof, and provide the accused a chance to defend himself.
Putting someone in the prison system before anything else (waiting on death row) provides opportunity to straighten out exactly what happened.
The Old Testament in the Bible provides a reasonable criteria for execution for murder : "no one is to be put to death except on the testimony of 2 or 3 witnesses".
Our Admins have far more common sense than to indiscriminately start executing characters for "accidents".
Did I really need to explain all this in my suggestion? I thought it was unnecessary.
Further criteria could include that a pattern is only created by under level killing that occurs within 30 days of each other. Someone who is a serial abuser who deserves the ultimate penalty won't wait that long.
This can easily be enforced in such a way that it only targets the people who are causing all this ruckus, and some investigation will always bring out the truth.

@Xoria: even so - turning their reputation red to all is enough penalty. not every violation must include a locked away char.(ban or prison) rules are broken - some take it lightly, others seriously - anyway - a low char with red to all means - work your factions untill you can at least land on a base again. while you do, you get a feeling how it feels to be shot at ( for no aparent reason )

Yeah, it'll show up on console that so and so was killed by so and so. If it was an accident then no biggie. Unfortunately we've had a rash of players who are killing little guys for the fun of it. Meaning, actually hunting them down. I'd hate to have had anyone last night get in trouble for Matt getting blown up. Or for Juice getting killed. I'd like to have PvP turned back on if we can keep the other guys in check.
By the way, whoever Matt.Myers is...damn good roleplay. It was very, very, very good. I was quite impressed.
i had this happen...i was, as i like to call it, "clouding" NPC's and i had 3-4 super low-level guys come and just sit next to me. i didn't want to accidental shoot them or break character to tell them to leave so i myself left the spot i was in. which in turn made them follow me. i had to go into higher level areas in order to lose them.
it happens on occasion that i'll have a lowbie kinda hang around and steal my loot. this kinda agrivates me for no other reason than the fact that it's almost a flant in my face really...i usually just leave though.
It is relatively easy to differentiate between jerks and real new players who want to RP.
I help new players, not by handing them money but actually RPing with them. Hiring them as escorts to Denver from Newyork and pay them 10k cash for that. Help them mine in Colorado...etc etc. If you havent realized, new players make wonderful escorts. Let them run a trade lane ahead of your frieghter and take trade lane only if you get clear from the other end.
I hate two kinds of players....
one that come in expecting to be haded a large sum of money aka BEGGARS.
Second, those who log in just to Annoy and kill WHORES.
Expect RP from the beginning. I do not expect experienced players to hunt down smaller ships (shame on your guys). But I also dont expect a free ticket for under lvl 30s. You haul Cardi into Manhatten. Expect to be scanned and stopped doent matter who you are. You have to start out asa smal fish some times. I persoanlly have 4 characters that have been upgraded from scratch by themselves no help from any one).
I was sometimes having fun selling Beryllium or Polymers to Newbies in New York, warning them that the goods was stolen. (Cause a PieRat obviously cannot dock at Liberty Bases to sell at high price). Both sides usually benefit from that. I'd only be afraid of the LPI, or being harassed by to many starfliers with tiny cargo hold.
Oi, I would be Matt. Thank you all, it was my pleasure. The low-level Xenos should watch out.. the LPI is takin' out the trash. Annoyed by low-levels? Call us; we deal with them! Or not... And thanks Caylith, you and the Phantoms are awesome at both PvP (4 of 'em took out a BS) and RP. What killed me was Rogue Wolfhounds the first time, the second time I accidentally hit the fire missile button with a battleship selected. Not pretty.
