I may be wrong in this, but it was my beleif that the Rouges were actually involved in the artifact trade in vanilla, purchasing them from the Unioners in the borderworlds. Still, Rouges are very territorial when it comes to piracy rights in Sirius, and seeing that the majority of Corsairs are pirates, I can imagine they'd not take to kindly to 'Sairs hunting on their turf. Still, the Rouges and the Sairs are so far apart it's kind of hard to imagine the two meeting one another. I suspect they'd rather death with one another through a third party like the junkers.
Yes, one of the early SP missions is where you had to capture a Rogue and in attempting to do so, came across a smuggling outpost in the silverton field run by Rogues. This Rogue base was generated by the mission and isn't there now, but the guy who you capture gets interrogated by Juni, then disappears. I think you'll find that this Rogue's name is Sean Ashcroft, which should ring a few bells in that colour-oriented brain of yours.
In all honesty, I don't think ANYONE knows that the Corsairs are the masterminds behind the artifact business, save for a few recluse.
I mean, it's common knowledge for the Discovery player, but let's look at it this way:
This is the way Artifacts travel before reaching Liberty:
-The Artifacts are collected from Omicron Gamma
-They are then secretly shipped (probably by vessels not openly affiliated to the Corsairs) to the Hawaii, in Sigma-17.
-The Hogosha then buy the stocks and bring them into Kusari.
-From there, they ship them to the Lane Hackers, in Leiden.
-Who then sell them to the Junkers of Rochester.
That's 5 middlemen, all guilty of cooperation in the trade, going through 2 Houses, 2 Border Worlds and 1 Independent World.
If you ask my opinion, the common man doesn't know they're mostly from Corsair background.
Should the Rogues stop pirating OSC because of their part in the trade? No, of course not.

You're wrong. Unioners in Vanilla dealt in Diamonds and weapons.

The LR- currently have dealings with AGS- regarding the artifact trade. Therefore cutting out the Corsair~Rogues interaction.
Todays Liberty Rogues are beginning to establish themselves as criminal businessmen, bent on getting rich like everyone else. At least that's our lore currently.
We are very territorial, and strive to be the sole leading piracy/underworld organization in Liberty.
The Hackers are considered our closest allies, but even they are kept at an arms length to provide the Liberty Rogues with the level of exclusiveness they desire.
The Liberty Rogues consider official factioned Outcasts welcome in Liberty to trade, and trade only. Anyone in direct competition with our pirating efforts are considered a threat to our way of life and therefore are acted on in a most hostile nature hence the shooting of non-trading Outcasts (and any other pirate not worthy of being affiliated with the Liberty Rogues) in Liberty.
We actually had a small interaction with a Corsair syndicate just the other day, in Magellan of all places, who aided us in the downing of an enemy vessel. In turn we turned a blind eye to their presence in Liberty, and they didn't bring any unnecessary idiocy in our ZoI. If a lone Corsair was to amble into our ZoI, then yes, he will be treated just like every other competitor. However if a Corsair faction were to make contact with us, and offered us something of value via trade (IE the Arties), then our deals in which we may profit less from with Corsair enemies may ultimately be shunned and not considered in the greater scheme of things. The Rogues will forever be indebted to the caridmine run, and slaves need the jobs in Malta, so we will never overlook that, however Outcasts have no reason to go to our southern base (Dawson) to which Corsairs may dock, or even if they felt the need to risk it to New York to Buffalo. Who knows? It's not been achieved thus far though we are open to the idea. If it means profit, we'll take a good look at it.
The bottom line is that most of the time, Liberty Rogues and Corsairs barely interact, therefore no official diplomatic status is attained between the two. We're not enemies, but we aren't friends. The Outcast~Corsair wars means squat to us so long we can get paid/laid/or go raid.

Let's put it this way:
If the Rogues want artifacts they are free to come and get them, just like anyone else. I don't think anyone will stop them.
The Corsairs don't have much to gain from the Rogues so it makes more sense for us to sell to the Junkers who can sell us something in return, like ship parts and food and stuff
