2 days ago I was online on my BC 4 hours... 2 in omicrons.. 2 in kusari... didn't encountered single pirate(was checking mining fields and route from them to Taus)... and only when I was afk could have some rp with InariShrine... but when returned.. he already logged off (don't blame him.. since I was afk 10minutes)
Mainly our players logining when they see that something going on.... same goes for our enemies.. they log when they see us. But if noone logs for pirating/patrol... then there won't be encounters/battles.
Howzabout consolidating a lot of the new systems, lowering the system count and removing house space bypasses? Personally, I think there's just too much space out there, and not enough people. Kusari has the traderouits to make it very popular, and now that H-3 mining is implamented, should get good activity off of that aswell. This leads to unlawful activity, which leads to lawful activity. The only problem is that people are just too spread out, and as such, there are gaps in the server's activity. Kusari just happens to be located in one of those gaps, mainly because of people's perception of it. But, instead of forcing Kusari to go on a wierd public relations campaign to make their space more appealing, why not just lower the amount of space? Less space, more population density, more interactions, more activity.

Also, it might be strange idea, but after Kusari escaped fate of being invaded by Gallia, it should call Liberty and Rheinland to stop their war, focuse on new threat and start to reassembling force to conter it in possible future.
Let's talk about some history first in order to give you a better perspective of my issue here.
In 4.85, Kusari as a house was plauged with inactivity. It was extremely hard to establish a stable activity in that house because as we all know, one Faction's activity is 99% of the time dependent on the activity of its counterparts also known as enemies. The more hostile or semi-hostile parties there existed in-game, the higher the chance that your own Faction's activity would rise. This a natural process which I believe many have come to be familiar with during their stay in Discovery. If you want a proper example, just look at Liberty (both in the past and currently).
When it came to Kusari Lawfuls, there was very little to do in-game inside the Kusari house itself. Take a look at for example KNF, if you wanted to do something inside Kusari House Space, you practically relied on Blood Dragon presence. We are talking about stable and constant activity here, not the odd Outcast/Corsair who ventured too far into Kusari Space or the random smuggler who popped up once on the scanners. No, we are talking about an enemy you could identify with, an enemy that lore specifically set you against and an enemy which you had a proper history with. A hostile group that had its presence most of the time there, visible and open for Role-Play interactions, whether simple PvP or other forms of encounters.
Wilde? Outcasts? Heck, the GMG gave you pews, didn't they?

So, what is there left for Kusari Lawfuls to do? Their entire activity has been diminished to the reliance of player activity of practically only two Factions. The Blood Dragons and the Ronins. That's not a lot of activity to rely on. And clearly not enough incentive to play a Kusari Lawful if you take a quick look at the Kusari Lawful Factions. The playerbase of the KPT, the KNF and Kusari Police is greatly diminished to that it was in 4.85. At the very least, that is how I see it, when I compare the two mod versions.

Maybe even jointly engage Bretonia with Gallia, thus inciting a direct conflict between the Ronin and the KNF - seeing as Bretonia and Kusari never -did- sign even a truce (thus setting up the Ronin for a return to power if/when Gallia is defeated)? More pews with the GMG would seem a mite odd now the government is Kishiro-backed. Also, you're forgetting the GC. But frankly, given that Kusari has largely legalized Hogosha/FA piracy, it's not really fun for lawfuls to be on the prowl for those. I've tried being an indy KPT. The bulk of the "pirates" in Kusari are (were?) upstanding Hogosha in Kusari Explorer gunboats... IRPly you couldn't touch those unless you found them actually shooting a trader. Very un-fun to be a lawful there. Hopefully banishing quasilawful piracy inside house space will put a stop to that.

Rednecks versus ninjas - which could then incite tensions (that already exist due to Liberty being a staunch supporter of Bretonia).

Now considering that both BD and GC rely on the GMG as fuel provider, which renders them pretty much as off limits and that nearly all He-3 transports I met were GMG ID'd its not that much of a pirate heaven.

But still, idea is good. Dont you think, that <strike>country</strike> house must be in open war with someone every time? I mean house vs house war.
They can has now military operations against Wild. Not moving 23 BS there, but small fleet and some well prepared RP could make well.
And make another war with poor Order, to take over nomad tech.:lol:
