I dont count guard bases as canon, so you can ignore those, because that is hardly important.

I am talking about an alternative, thats why you can find so many 'would's in my post. And I'd like to have that alternative because the current lore is not really all that great for most groups in Kusari.

Well it could be fun.. but not with current lore.
For your scenario we would need Lore for GC and BD showing how they increased power to stand toe to toe with KNF, full loosage of KNF fleet in Taus, old government still incharge(bad public support = more stuff for other groups) + still location of Kusari bases are too good(noone of them in cloud.. except of Police bases in hokkaido.. and INRP protected from fighters Rishiri system) to capture even one and hold it without HUGE looses from BD/GC side.
It's like.. you would capture it.. okay.. but you would need 50% of your forces to defend it... and what would happen if you loose it and all your forces there? just in one blow.. you will be cut by half.
I was more thinking about a new government that has serious problems to keep Kusari under control. Because then a civil war setting could work well and would even make some sense.

New regime was supported by 60+ % of all population.. thus they won't be for civil war.
Rest support samura (maybe 1% thinks other.. and support others.. but in house with 4 planets even 1% is HUGE number) so those who support samura = samura control them. And I doubt samura would escalate conflict to level of civil war.. = less workers = less resources = less profits = more danger for operations and etc.
If players in Kusari spent have as much time ingame playing as they do in this thread, there would be no activity problem. Although, looking at the activity numbers, I dont agree there is an activity problem.
Go play the game, go use the lore.
BD and GC fight the KNF, and the FA and the Hogs. FA go fight the BD and GC and KINF. Go pew, it's fun right?

That depends entirely on how Kishiro is going to behave.
On terms of GC/BD making territorial advances: I think it goes back to vanilla lore that these two parties rely on hit&run (or sometimes hit&die) tactics to hurt the lawfuls. No occupying bases and such. And I'm also fairly sure that the support for the GC and BD has become smaller in favour of Kishiro. There are only so much people with an anti-Samura attitude in Kusari. (Also, how did the GC ever like Kishiro more than Samura? Both are corporations led by men. The rest should mainly concern the dragons)
