I'v considered this, and i have one thing to say.
When you start shooting Bounty Hunters in front of Manhatan, Liberty NPC's don't go red to you.
They just don't care. There are some ruthless Bounty Hunters hunting a pirate for their reward.
As far as we know, he didn't break any of our laws, he just has bounty on his head.
Bounty Hunters are not a concern of the House Navies, and even less of a spying specialized organization, like LSF.
For example, Bounty Hunters asked him to drop Corsair pilots (just an example).
So, he refused, they attacked him. You need to have in mind that they are not enforcing the law now, as Liberty wouldn't really care about Corsair pilots.
Bounty Hunters just want them to collect their bounty. Ship refused, so they attacked it.
Would police step and defend an innocent man, from the evil BHG? Nope.
So, BHG shouldn't be under the protection of authorities.
So, there, it seems i took side after all.
But still, i don't think all this is needed for one death.
But, if you are stubborn, as i think you are, then it is needed for you;)
And no, i didn't mean patrolling, i meant scanning.
BSG have been receiving countless pm's from admins for scanning ships in their ZOI.
It just don't seem to me that LSF can have a good reason to scan Pirates, smugglers etc.
For the same reason. Their goals are higher, they are the organization that is responsible for developing tech in Liberty.
They are concerned about upcoming war with Rheinland.
They are spying on Rheinland. They are developing new weapons, new ships.
New tactics.
They don't scan pirates. At least that's the way i see it.
It is the same reason why an IMG faction can't stop a smuggler in Taus, even though he's smuggling cardamine, and even though cardamine is being smuggled from Alpha, where their enemies lay.

The reason for those PM's from the Admins would be that the Independent Miners Guild ID doesn't allow its owner to scan traders for contraband, correct? Well; the Liberty Security Force ID does so, lay off okay?
Right, let's say you were performing a citizens' arrest on some thieving murderers (BHG). You successfully do so and chain them up in your car. The FBI turn up.
"We'll take it from here, hand them over."

Well since Juan has no qualms about posting the sanction report he filed against me, heres the PM I sent to the admin team for public consumption..

@ Chopper: I agree that I have more pressing duties than scanning for contraband, but when a crime is commited in front of me I am within my rights to put a stop to it, especially if I an not busy at that point. Just because the NPC police dont turn red if you kill BHG pilots does not make me ignoring lawful pilots being murdered in front of me acceptable. The NPC's are a loose guideline to your RP, not a bible on behaviour. And as for refusing and then attempting to run, well thats signing your own death warrant.
You know what? This is funny.. He is lucky not to have encountered me. A pirate holding bhg pilots in his hold in front of manhattan? Hell, I would shoot him at sight without any warning!!
BHG is a faction of its own. And a police of it's own.
I don't think House navy/police would interfere in any way in case like this.
@Spear - Problem is, you can't prove it is a crime, really.
Because Liberty has no written laws. So only thing you can call on are NPC's.
And NPC's don't ask for BHG pilots to be dropped, and they don't care if you shoot them in front of Manhatan.
So, if you can prove it to me that Bounty Hunters Guild deserve to be protected, i could be convinced.
They are not law enforcers. They would even break a law if needed to collect their Bounty.
They are ruthless killers. House Forces do not care about them.
That is my point.
However, blunt has a point as well, but that is inside RP.
Same way, Juan could have told that they are on his ship because they are inspecting it, searching for their bounty (which is not the pilot of the ship, for sure).
So, it is going under "Who RP's out better".
Point here is, are Bounty Hunters Guild contraband or not.
And you can't answer me : "If police asks you to drop it, you drop it".
Simply because then it would really be terrorizing.
They could demand whole shipments of Gold or Diamonds to be dropped, without questions asked.
So, point is, are ALL pilots Contraband or not?
Why would LSF care for Hogosha pilots in his hold?
Or LWB pilots? They don't even know who they are.
So, what I am trying to say, you have nothing to call on, except your own RP.
Because, NPC's don't ask for BHG, and LSF doesn't have a policy about Pilot Contraband.
When you make it, and stick to it, i will gladly support your point of view.
And don't get me wrong, I am not flaming here, or trying to earn fine for someone.
On the contrary, i really think this is a minor thing, not worth of fining.
But, i want it cleared up yes. So it may seem like i'm attacking someone, but i'm not.

Well I would treat that as a contraband if you hold a bounty hunter pilot in your cargo. Where would I care that? In my zone of influence of course. But I would definitely do. Who could guarantee me that someone holding a bounty hunter in his cargo would not act violently against Liberty authority one day?
Liberty Authority wouldn't kill you because some rich fella offered them money, right?
BHG are lawfuls, yes, but they are scum as well. You can't compare them with House Authority, that is for certain.
It is not a question would you, or would you not.
But you need to state it somewhere, unless your NPC's do the work for you.
And if someone is bringing Gold to Manhatan, who can guarantee you that he won't bring Cardamine next time?
No one.
But you can't ask him to drop gold, right?
