Right now police = almost navy with tlagsnet but without BS(can go in borderworlds.. but can't raid texas(Rheinland). Indies can fly even cruisers.. have way to "locate" smuglers/pirates and even engage them in cruisers. But they still go for navy indies.. because they can fight war and lolraid other house.
With 2 ids.. all those who would really like to play police would join official faction to get Tlagsnet. Same with navy.. to be able to raid other house.
I don't know how to make police more attractive than navy... peps in police should make their factions fun on their own... and search for members. Each house have tons of traffic.. but still police not active (can't tell about GRP and gallia.. but Kusari and rhein have tons of transes that need police protecting/scaning/escorting)
Some of these factions need help in even having indies because indies are a great resource to mine for more regular faction members. Samura has gotten a ton of members from indie Samuras. It's easy when there are tons of them. I've yet to meet an OSC indie. How can that be fixed?
Ktayn is just right here, West. Your suggestion still concentrates on nerfing indie navies instead of improving the npc-police factions. And you will not succeed by denying indie navy pilots their toys just to improve the Police.
And denying TLAG to indie police players? Hell, TLAG is a nice system, but it is not the centre of the police faction popularity. Otherwise we would see more indie police players.
Still can't see your propositions. I'm naval pilot, always was and will be. My propositions not only about Navy.. but about whole indie stuff. I can't help you that noone likes police and main police toy TLAG, so why not.. "you want it.. join off faction"? nothing restricts indie to play police.. but if he join off faction he gets great stuff such as TLAG.
Forbid (iRP) military players to scan civilian ships except for special cases (for instance, navy can scan a ship heading from Texas to Bering).
Give smugglers more profits.
P.S. also, hell no, TLAG or any other special tools or rights shouldn't be limited to official factions use only. Problem is the police ID'd ships activity in general, not only the official ones.
That's the same problem as caps not being able to shoot transports - you'll have criminals laughing ooRPly in front of Military players. Even if there are a few more police around, we can't call on their help if it's needed.

Why have police factions if navy can police.
Maybe slight off-topic here (not sure) but perhaps maybe events between police factions and unlawfuls. Like what is done with IMG
Simple idea: unlawfuls have to make it from one point to another (across systems) with an item/ship/commodity without being caught.
Police have to catch them and retrieve the item/commodity, or in the case of a ship destroy it.
And it could be scaled up or down and involve a few factions depending on the distance between the points.
Edit: on the lawful side only police would be allowed, but could hire feeelancers and mercenaries.
It could be started small, and if the police factions regain good activity then larger ones could be held with cooperation between police factions eg LPI and BPA
