As someone outside SCRA, I've always thought that the Xenos tag was used for the following reasons:
It's extremely difficult to stay untagged if you regularly kill NPCs and as there is no Coalition NPC faction (and might never be), the Xenos are the closest fit.
The Xenos are a faction that most characters on the server are hostile to, so; you'll almost always be marked as a hostile on IFF, as the Coalition should be.

Precisely the reasoning. I would personally favour a Unioner tag, but that is besides the point. Xenos, to quote Pantera, are ****in' Hostile. It isn't perfect, but we make do.
I always figured that if they allied with anyone it would be the... Unioners. Neither have allies, and they have two bases pretty close to eachother (the one in Hudson for the Xenos, and the Unioner's base is in Bering. Also, their home-system is off of Hudson). But then again, the Xenos are like blind racists... nothing will change their viewpoints. They shall forever remain friendless.

Or, as Treebeard once said: "I am on nobody's side. Because nobody is on my side"

If they get an ally that allows them to use capships, then it will change from cap whore to xenocap whore in a moments nottice. The rules say you cannot "pirate" in capships, but you can terrorize....
Im also not saying that all xeno id's are pvp whores. But it is easy to construe a very bad rp into a way to simply just pvp whore using a xeno id. This does happen, and it annoys me to no end because i put so much effort into playing my xenos correctly.
Now you see why the only Xeno char I ever had got renamed and became a Phantom.
Whats the point of trying to RP as a small ship terrorist when you get people who are only interested in PvPing as much as possible turn up and do just enough homework to find the xenos ID?
You can either keep RPing as how the xenos should be, getting slammed ingame and on the forums because of the PvPers ****-poor RP.
Or you can give and delete/rename the char.
I think a problem is (still) that people want to win all the time. I don't care if I win or lose, I'm here for the RP and interacting with others, getting them to help me build up my RP and (trying to) help them build up their RP just by being here.
EDIT:
Personally, if the xenos ever get a capship I think it should be issued like the terrorist ID.
If you want one you have to RP as one, not as some manic who just blows stuff because they can.

Noooooo! Please not a GB! I'm really looking forward to a Xeno fighter (one of which is being developed now, a varient of the Starblazer chasis) but not a GB! It's wreck the Xenos! Plus the amount of ID abuse that would happen... *shivers*

But it'll mess up the LH rep with the rogues because the xenos would take over the running of cardamine to liberty. Which'll mean the rogues lose a major source of income, along with the junkers.
Part one: I doubt the Rogues would ever sell another Xeno a GB ever again, I mean Prospector has given then that much trouble. I doubt they're stupid enough to sell another one.

I've been very delicatly been trying to get the Xenos on the map as of recent, but most of it has been happening in-game or behind the sences, I've been trying to recruit people, and when I do I make sure they know how to act and behave and that isn't to go on a bloody rampage and then when finished sit outside Manhattan. One of the reasons I was against the clan that got imported from Void becoming Xenos was because there would suddenly be Xenos everywhere killing everything, which a much blunter form of RP than the one I've been quietly trying to introduce.
There has been major upheavals as of recent in the Xenos, I've set up a Xeno forum and I've PMed the address to everyone signed up on the AlamoWeb message dump, I'm even setting up a bank for all Xenos. I'm putting alot of effort into making the Xenos a big, active, enjoyable group.
On the note of alliences, there are no real potential allies for the Xenos exept as Carlos said the Corsairs. The Xenos wish to control the black-market of Liberty, but the Outcasts would never sell them Cardimine, so that leaves the Corsair's artifacts. The Junkers are nearing hostile status with the Corsairs and reading various rumours and news stories it says the Junkers are about to start funding the Anti-Corsair coalition. That means the Corsairs find somewhere new to drop off their goods. The stoppage of artifacts to the Junkers would also help towards the Xeno's aim to bring down the Junkers by deneying them business. It would also make them alot of money which would allow them to build the fighter every Xeno player has been begging for.
Well... There -is- a rumor on Beaumont that the Junkers are interested in making ties and calling a halt to the hostilities with the Xenos, if only the Xenos didn't just seem to hate everyone so darn much.
Just to throw that in there. But as to how much the Xenos would be willing to play ball on that one is beyond me.
Personally, I'm not of the opinion that they should be changed at this time to incorporate allies. Most every faction in Discovery contains a little give and take, some advantages and disadvantages, the Xenos are simply a more extreme version of this. We can't dock anywhere that isn't a Xeno base, we have zero friends and most everyone wants us to just fall into a black hole. But darnit if we aren't right!
That's kinda the fun, and the charm. If we all start flying Titans and mounting Cids we've gone wrong.
I would like to give my opinion on the Corsair/Xeno idea. It does not fit Roleplay, as you would need to change the Xeno organization to a more diplomatic group.
Remember, the only reason why they want the Junkers out of New York is the fact that they aren't Libertonian. They want Outcasts out because they aren't Libertonian, and they want foreign corporations out because they aren't Libertonian. Stealing jobs and other things like that are simply reasons to attack and gain support. In my mind, they are ultra-patriotic, and ultra-isolationist.
Now, if they gained a more diplomatic attitude and made a deal with the Corsairs to build a Xeno base in New York to replace Rochester, then perhaps. But in my mind the artifact trade is just as threatening as the Cardamine trade.
I do agree with Carlos that the Corsairs have no one in Liberty that sides with them, but then again Corsairs aren't suppose to be everywhere, it's the Outcast's job to spread themselves out.
"The thirteen saloons that had lined the one street of Seney had not left a trace. The foundations of the Mansion House hotel stuck up above the ground. The stone was chipped and split by the fire. It was all that was left of the town of Seney. Even the surface had been burned off the ground.
Nick looked at the burned-over stretch of hillside, where he had expected to find the scattered houses of the town and then walked down the railroad track to the bridge over the river. The river was there."
