you want each module to come in like countless visual variations? - along with fitting hitboxes, hardpoints etc. ?
while probably possible - i am not so sure if the added variety adds to the gameplay in terms of lag and complications.
also - it is not quite that easy to make modular components that ALSO look good in any configuration. - you may end up with odd looking bases much more than now.
soo - possible, but desirable? - not quite sure.
as a compromise ....
one "set" for each house + one unlawful set - makes 6 total - thats a reasonable number to start with. - but making one for each minor faction is too much work ( at once ) - it may be added one after another ....
keep in mind that is a LOT of work - really many many hours of work for multiple devs.
Just got the idea and I droped here. I got smaller ideas that weren't uneable to apply to the mod, so I wasn't expecting more than just share it
Edit: Oh, and I think I misunderstood you - The idea was not to make every module customizable but all the base facade, regerdless the base level. So a sinlge static object (like one of the Inverness Pilgrim Liner - Invergordon Space Port) with a hitbox that perhaps could be a sipmple one and a dockable point.
How about giving player corporations and military the ability to construct two ring tradelanes (at an expensive price, of course)? you know, like the super space highway of the future that fills the void between normal trade lane and jumpgate, where ships can go from eg. Pittsburgh to Detroit Munitions without being halted by pirates along the way (unless of course one end of the trade lane is destroyed).
Such a trade lane could be just a ring on one side of a system and a ring on the other side of a system, with no (or few) intermediate trade lanes along the way the reduce chances of disrupting the trade lanes. Player trade lanes can only be destroyed from either end of the trade lane, and trade lanes could be essentially like player bases with whitelist docking and also the need for weapon upgrades before it could properly defend itself against high level player opponents.
Corporate uses: Obviously trading for one, time is money, and less waypoints and less docking/undockings save time. Also money could be charged for the player's use of this highway, either implemented in a periodic fee system or a pay per use system not unlike our modern highways. I'm sure lots of players would love to save time when crossing a system, especially when travelling from one end of a oversized guard system to the other side of said oversized guard system. Corporations could build trade lane routes to specifically suit their needs, and besides having exclusive access to a shorter safer route just seems like a fun thing to have.
Government uses: Eg. establishing quick trade lane rig from a military base to a frontline, also... gives a better route for err space medical teams such as the err space red cross? Also for the more dictatorshippy factions a special trade lane could be reserved for high standing members of their factions. Also serves as transit for intelligence personnel. Also gives unlawful factions incentive to destroy said trade lanes. In fact, with these player trade lanes entire engagements could be based on defending/attacking trade lanes.
Criminal Uses: Provide a quick super secret way for pirates and smugglers to get around, and also provides police with the incentive to find and destroy these trade lanes.
No atmosphere? GTFO.

More things to really discover in Discovery Mod! Fill a few desolate and distant parts of empty systems (like Touraine, Savoie, Corse, Omicron-93, Omicron-90 and so on..) with at least rocks (not fields, just rocks like are around Tekagi's base) or with anomalies, ruins or just something you can discover on the edge of space..

1. Zoom out the camera a bit for widescreen users. Considering how I think widescreen is achieved by cropping out the top and bottom of the display, anyone using widescreen during PVP is terribly disadvantaged.

3. Implement some kinda self-defense attacking for corporation NPCs where they attack only when provoked, even if they're hostile to you. I mean corporation's primary objective is earning money, not pewing every hostile that crosses their path, right?
Or maybe disable the thing where npc's attack you just because its allies are hostile to you. I mean, "the enemy of my friend is not neccesarily my enemy", I mean the BPA & BAF don't just shoot the IMG because they're hostile to the BMM right?

1. Actually widescreen users have an advantage because they've got extra space on the sides.
2. That'd be too good. You can always file a SRP request for having a reputation adjust 'within RP limits'.
3. It all depends on your characters reputation sheet. You can have one which is almost with everyone neutral. The system does make sense. You'll just have to work hard for it. And neutral NPCs do attack only when being provoked. Of course they attack you when you're shown as hostile to them in order to protect their convoy.
I have a little suggestion, make player controlled bases to build their own nanobots/batts from the wear&tear commodity consumption. In order to not abuse, a base would "create" around 100 nanobots / hour or so.
