Taus is a nice place to be with occasional pirates.

Mine at the right locations and you'll probably find a miner or two.

I have a simpler solution create a Junker chara - it will reduce the number of pirate attacks. If you buy the Salvage frigate and equip it right then you only have to worry about some gunboats and capships.
