Well I know who it is your talking about and I suspect he doesn't know any English. I've had him engage me 3 times with the exact same "I attack Rogues". I don't think it is sufficient but for this guy in particular I think his English barrier is the problem.
It is sufficient. He warned you, you didn't run away or warn him of RP implications. Before I fire on someone I usually say leave the area or I'll open fire. If they don't leave, I open fire. I don't pirate because I don't like ruining other peoples fun for my own gain, so I usually just warn people who are enemies of the factions I am involved with.
"I shoot Rogues" is still a warning. Not a very in depth warning, but it is still a warning. I like to at least say a few lines before I open fire.
Another general point, if you're joining in a fight with a faction (and you're part of one) then you're generally allowed to use short phrases prior to engagement unless it becomes a gankfest as a result.
Or asking one or the other to join in before doing so.

This is true. I guess more context is needed from the thread creator as to what happens in these situations
If he is hunting you alone and you arent in battle already that 3 line RP would totallly be unnacceptable.
That said even if you are joining a gankfest I do feel that would not have been enough or acceptable to post 3 words engagement notices but that is personal opinion.

I basicly said all the context that is needed to be said. But here it is again.
Just me and him. I am in a rogue cutlass, he is an an LSF IDed ship. Im flying around aimlessly in new york, No one else is there. He puts out the line "I attack Rogues". I dont get a chance to role play back because I get about 6 missiles coming my way. No gankfest, just me and him. Anything epse needed? Hope that cleared it up
He's in the wrong in that case I believe. Yeah sure you're made aware that he attacks Rogues (as Liberty lawfuls would...eventually) but as there's no fight already going off then I'd see that as unacceptable. You couldn't defend yourself verbally or anything.

Sanction lancer time if you have proof of it (logs / screenshots)
Obviously some players with no (or just a little) skills in English and RP, are able to reach admirable skills to kill someone. And skills to ruin someone's fun.
Obviously game lets them practice fingers with no pushing them into RP or any kind of lore. Yet, somehow they know what ID/ships/weapons to use. So, they are able to read and learn what they need. How to push them to RP without cutting their freedom to play? Make RP a need. Looks like hard working on sanctions is not good enough so far.
My radical SUGGESTION: After first validly reported RP incident, LOCK THEM TO CONN. Just turn their /return command off. Conn is a nice place where they can PvP all day. There they can talk to others as well, improve their English and reach some level of lore. Than THEY COULD BE TESTED. Short test, nothing hard. If they pass, they are free to /return.
I think this would buy more time to Admins to do other things than just reading our Violation reports all day. And I think those guys exactly will become our best members in helping others not to involve in sanctions.
