Well, one way to offset this is make space marines VERY expensive. Considering it actually costs hundreds of thousands, if not millions of dollars to train 1 modern high-quality marine, I think this could be better reflected in game pricing.

I also disagree with this. Unless it was pennies on the dollar to defend and super expensive to attack with low chance of success. Otherwise what's to stop me from investing in Marines to try and capture the 18 billion creds in Freeport XXI?
I like the ideas very much, so I just gathered them in one and here it is:
-First option is to keep the PoB as it is, just keep shooting the base for hours (yeah..and shoot a Core4 for endless days)
-Second one is Hell Hunter's with a little adjustment, there will be two sub-options:
1.Attack the base with Toxins/Viruses and leave the crew to die,the base will fall apart automatically (No crew to maintain it).
2.After the crew dies, the offenders will drop marines, scientists, crews....etc on the base, supply the base with tons of Water/Hazmat Canisters to clean up....ad the base is theirs!!!
~of course, the base owner will still be able to keep his base by supplying the base with Scientists, Water/Hazmat Canisters.....etc.
- The third is Highland Lady's, I think it would be a very great thing if it could be done, it would make more sense and would be also more RPish! (Buffing the Marines price should be done too).

You compare things that cannot be compared.
The attack against a slavery transport is imo something completely different to a biological/chemical attack with weapons of mass destruction.
In the slaver transport case, people die, but they never were the target. It just happens (actually only game dynamics force the 2k losses). The attack doesn't have the purpose of killing these innocents.
In the base attack example, it is the intention to kill innocents by dirty means.
I do not think that we should accept these terrible forms of war (that have been banned worldwide for some reasons) into a game, because in a game these means are used for fun.
Knowing a little bit about chemical and biological warfare, I do not want to see this reality depicted in a game in which people with no idea of what they are actually doing would just go "Lol, come on! Ship more virus plox, bc base must burn! Hehehe!".

If the costs (for attacking a Core 4 base) are around 10 billion for the marines only and if the attack has to be kept up for at least 4-6 weeks, sure.
It's unfair that CAU8 battleship that costs 1.5 billion can be killed in a few minutes by a swarm of cheap small ships.
It should take about 150 hours - that's the amount of time spent for getting 1.5 bil.

Difference: They respawn.
They're also easy to kill if they're problematic, aren't exempt from engagement rules, and aren't able to shut down entire system entrances for months on end.
Nobody is forcing you to build a base, but bases force themselves on everyone else. Unless there's an actual, viable method to kill bases, they should not have any ability to interact with players in a meaningful capacity.
Also, since we've clearly got no issues bombarding civilian population centers from orbit, what makes you think that we'd care about rules of war? Why would unlawful factions care at all?
