That depends where you get the hardware from, customized setup is cheaper in here.
Plus the video card itself is 300$ on itself if not for the customization.
Nvidia here is considered low-class, though it is being used, but the market here runs more with AMD.
Also, the video card can be 500$ or even 1000$, that depends on where you are getting them from. Intel in israel is the cheapest in the world, much like nvidia they have points in the country.

Dude. The GTX770 is equal to the Radeon 7970 HD, AMD's flagship.
The GTX780 beats the 7970 HD.
Nvidia SLI doesn't have the same extreme microstuttering issues AMD crossfire suffer from.
The GTX Titan is 'the' most powerful consumer GPU on the market.
Nvidia is far from "low class", the biggest issue is that they are usually more expensive than their AMD counterparts.
As for the computer you suggested. The 350W PSU without an ATX certification is way underpowered, aswell as poor quality.
An 3770K with a non Z-motherboard? Waste of money. Also, 590 USD isn't enough for those parts.
In fact, for gaming, the 3570K is more suitable. It's just as powerful as the 3770K in games, but it's about 50-100 USD cheaper.
Air cooling solutions are also often quieter and cooler than compact watercooling systems.
Heavy gaming specs - multimedia specs are different, each gives a different result- not under powered, the specs are just fine considering cash over quality ( and I should point again ) under the current status on me country
Well, the computer you suggested is overpowered for a multimedia PC (even though it probably won't even start with that PSU). Although, I believe OP asked for a gaming PC.
Tel, it's nice that you want to help and all, but what you just suggested won't work, you don't need to be a computer guru to see that. So I kindly ask you to leave this to the people with more knowledge about PCs.
