Vessels carrying any kind of nomadic equipment are to pay 5 millions of Sirius credits, in order to obtain proper papers for dealing arms, storing equipment or posessing nomadic materials safely within Liberty. Unlicensed vessels will be escorted out of Liberty until they obtain a License.

As for the cover issue, the licensing application fee will only cover a single vessel, which means you would need to pay the required fee again in order to license another vessel of yours.

This is Captain David Brennt on Forschung Schiff. As some of you are aware my crew and I conduct much research in and throughout the galaxy. Understandably our biggest goal is to understand the nomads.
I have plans to conduct joint research efforts with Newark station on the affects of the nomads that the alien organisms have. This will require my ship to move nomads through your space.
