Is it okay if I log twenty-four instances of Disco so I can make the VWA into the faction with by far the most hours in it?
The number of players is irrelevant. I'd rather have Disco die a server renowned for quality RP than massively populated by multiboxed, silent ships.
I run in to enough silent ships as is, the last thing I need is 75% of the server population floating in the way doing nothing, saying nothing and not participating in Roleplaying at all. What Discovery needs now is new people, not the same people on Thirty different characters.

You're also risking 10x the amount of cargo. And your pirate buddies will rape your convoy, and report you for exceeding the 2 ship 1 transport limit.

the simplest solution I can think of would be to limit the hours a faction gains for every player/ip/account

I will not add another "we don´t need this" reply (despite I don´t see any reason why have two chars in game at the same time), I will instead just try to show you how difficult it would be even apply your conditions.

So, who will authenticate players and how? We don´t have any tools for that now. How will you secure against abuse? If somebody has to do that manually, it is more work for people (devs/admins) who already have full hands of work. And to make some automatic program, somebody has to make it first.

Question one - again, who will judge this. Overworked admins again? And I can imagine tons of QQ and shouting about skypefriends etc. because this one was granted multiboxing and that one wasn´t. We have enough of this already due to SRPs for example.
Second question - May I ask how? What is proof I will not abuse it in future? How long I play on server? If I´m in official faction? If I was/wasn´t ever sanctioned? If I will swear I will never abuse it? I really can´t imagine what is enough proof.
And some other of your conditions needs to be checking as well and we don´t have tools for that now (number of multiboxing ships from one player related to server activity for example). It will probably end up in more rule violation reports which again admins have to read, check and punish (or not).
So, to sum it up, your idea will add quite lot of work to people who already have full hands of it, and contribution is very doubtful.
You mention a lot of work for admins. You assume mods arent up to the task?
Besides, extra work comes with the addition of every feature. And forgive me - whining - about the workload admins etc get is not a very good way to encourage people to make suggestions that have the slightest chance of improving the experience.
edit: and I'm sure that for every change and new idea, whoevers in charge will make sure they have the sufficient resources to enforce it before approving it, but that is not really the main purpose of threads like this one.
