The 'possible cheating' issue is created because your antivirus is thinking that dsace.dll is a virus. This is a false positive and the file contains no harm, it is just because of the way the file works.
As a result of that, your antivirus isolates the file and blocks any access to it, which means that your game can't load that file. Because that file is not loaded, the servers anti cheat engine thinks that you might be cheating.

While it may be the file, it is not the Anti-Virus that stops it.
My Virus program has no problem with it and for good measure I made an exception to the file and it still failed. Tried shutting down all security including the firewall and it still failed. Now i have tried running a personal server as the admin and it still crashed. At the same time, another player I know is on the server right now with Norton's running and he has no problems getting in and out.
Well, that's nice. Now that I've let the file through my antivirus completely, my Freelancer process freezes up immediately before the main menu, on the 'Conquest' screen, and I can't use my task manager to kill the Freelancer process, because, get this, access is denied.
Sucks to be a weight on the wrong side of the brilliance-insanity scale.
