He is correct that there is a no-fire zone around most Freeports/Zoner bases. But, it is a player driven law that has been around for ages, and not a sanctionable rule. He is incorrect that it can get your sanctioned, though it could mean an FR5 (Makes you undockable/red at those bases).
So he is not lying, but was wrong that it is against server rules.

I'm surprised people actually remember the NFZ's exist to be honest; us Zoners are too busy worrying about conserving our hard-to-win-harder-to-maintain universal neutrality to actually say any more than the odd warning phrase... actual gunfire is practically ridiculous, even if the Zoners outnumber you in every direction or actually have guns mounted on their fighters (we don't). If you did it in Tau 37 in front of the entire Commonwealth you'd probably get away with it, considering the engagement figures within that system anyway, so long as you were nice in doing so.
Baffin is a totally different eggshell.
Also... Zoners make for poor pilots.
Edit: Zoners have the rule in-place because they don't want the Freeports becoming friendly resting spots for Pirates of all flags among the lanes, which would ruin Zoner neutrality forever. They're happy for you to dock their if you're not planning on pirating from the station itself.

... unless you were pirating a Zoner right in front of inactive base defenses of course. If you're going to be hostile to the Zoners, be hostile to the Zoners. Sitting outside a base, hitting the faction that base belongs to -is- a violation... most likely sanction would be that the admins apply the FR5 without the Zoners requesting it (because shooting a Zoner in front of a Zoner base... is kinda a no brainer that the Zoners wouldn't like that. 'Xept maybe the Discordians. They're weird. And the ZA. If they still exist. They're weird too. In an aggressive way. But I digress. Much like a Discordian. Anyone got an apple?)
But yea, pirating in front of the freeports... it could have nasty consequences if it becomes commonplace. Such as the house government responsible for securing that lane saying "enough's enough. Dispatching gunboats to make sure pirates don't come there anymore." And that would mean smuggling to and from that Freeport would be a lot harder. Unlawfuls have a vested interest in keeping the peace around the freeports - that's how those ports remain "free".
