You see the "@ Syrus" part suggests that a PM would have worked, and it would.
Caps definitely would not work because of the red cell, but the new ship-based tech plugin would also prevent either a Templar or Stellion (for example) working with the opposite guns.

I was quite confused by the "@ Syrus" part as well, especially since I'm not the guy making these tech-nerf-decisions, and I only go by common sense, (non-Disco/Disco)-logic and my own thoughts on how stuff is probably set.
