Have a look through most of the recent threads, the problem with Disco is the community, the players - all of us, not the toys, factions, bases etc.
They are all just things, it is the people behind the keyboard that are the problem.
You cannot change this by trying to have a rule for everything, you cannot change this if unfairness is witnessed, you cannot change it if people do not take responsibility for their action and you cannot change this if any rules you have are not enforced.
Look at the start of the rules section "... for everyone to be excellent to one another. Consider the people around you. Keep fair play in mind. It's a game and nothing is gained, or lost, save the experience".
What more should be needed once you have grown up past the kindergarten playground bullying mentality?
Amen, wholeheartedly agree. The people, the ones who play this game, write their stories, lead their factions, make their space money, rob people's space money, so on and so forth, they are the ones responsible for improving this community.
The staff can be pushed and pulled in many different directions, they can create new rules or strike down rules depending on what seems "desired" or "workable" at the time, but that doesn't mean anything at all if people's attitudes don't change.
People -- you need to be awesome to one another, you need to stop doing things based on OOC feelings and start doing things for the sake of good roleplaying and other experiences.
People -- you need to stop being offended when x person or y group targets your character or group and treats them poorly in character, your character is being persecuted, it is not usually you the player that is being targeted, so learn that, understand that, and realize that most people are just trying to play the roles of their characters. tl;dr: Stop being offended by roleplaying as if you the player are being targeted.
All of us should be doing what's right because it is right, not because it's what we think people want, or because it's what we think is easiest.
I don't know where else I was trying to go with my reply, it's late and I'm exhausted, but I agree with the original post, most definitely.

As long as someone else is on the wrong side of the blue message or someone's RP limits someone elses, then there is no way to avoid SOMOENE to get trampled in the process of you getting your kicks.

The problem is until mind control is discovered or the people of the world undergo some form of attitude revolution we're stuck trying to encourage or discourage behaviour. So it's back to either carrot on a string or a slap on the wrist.

That's a fair comment, perhaps it should of read something like ;-
People need to play for fun and try not to spoil the fun of others with whom they are playing.
It is not a fair comment, people can be tramped legitimately no problem, it is supposed to be RP so if a pirate gets you such is life.
It is when it is ooRP or via cheats that the problems arise.
There are plenty of players who have never even had a sanction being dumped upon and lots of people with history, banned returnees etc. still causing the problems or doing the most moaning.

Cap'n obvious on the scene. Of cause it's people. But it's easier to change mod features around then people, would you agree? All of that is a search of a best solution.
If you have better idea on how to improve server by improving the people who play here I'm all ears.
