You both built your base off plane, and once built, had it moved to a prime traffic location. The problem with this, is that if the community knew your bases would be where they are, they may have tried to stop them from being built. As it stands now, they were never given that opportunity.

It would've been criminal if this was allowed to continue, the congress cannot deny that the base was moved ooRPly. The only real RP justification that I can have coming to my mind is that the base somehow fell through a inter-system leeds jump hole and winded up at the New London hole.

Besides Congress, Rayburn being at the NL hole didn't make a difference to the base's own RP and purpose. If anything, getting it moved gave people an idea of where it was located. No doubt a GRN fleet will be inbound in update 6...
