Your Vagrant raiders have 0 bases and 0 planets.

If you do that, you'll find that 18b is a low number for a city-planet which doesn't need to generate it's own food supply (rather, gets it imported from the relevant breadbasket world present in each house).
But on the topic of Zoners, this should've happened a long, long time ago.
In fact, Zoners should never have been used as a dumping ground for cool-but-difficult-to-place caps.

The corsairs and Maltese can't support Battleships either. The Rogues cannot support cruisers, nor can the Molly's. The Lane Hackers and Hellfire Legion should never have had them. The Liberty Navy cannot suppor thte Number it has. Gallia should .
Also the population of the entirity of Sirius cannot exceed 2.6 billion.

At 3% population growth (A stupidly high rate) per year we would end up with approximately this many people in sirius (Assuming 600,000 people per sleeper ship and 300,000 surviving the Hispania disaster)
Maybe we should solve this situation by dumping Zoner-based tech as a whole, and just make their entire shipline Civilian tech? Then everybody can experience all this "fun" and "years of amazing RP" that apparently come with ownership of them that Zoners go bat-crap crazy about.
