The official Outcast factions usually come to Liberty with a purpose for that specific run, and usually do so as full snubcraft teams. From what I've seen, the Contari Lance still does announce to the Rogues if they wish to operate a capital craft within libertonian borders. The Ghosts don't field capital craft that far from OAlpha at all.
As far as I can tell, both official factions do not enter Liberty for piracy.
I'd assume that official factioned Rogue ships pirating within the Taus would cause severe issues with the Outcast population up there, which in return might add some good RP to the area and forums, so I'd even dare you to try.
For the Outcast independent players that roll with capital class warships into Liberty, feel free to waste them on the spot whenever you catch them.
If an Outcast independent (or even factioned player) does pirate within Liberty, feel free to waste them.
If you got a problem with official factions operations within libertonian borders, feel free to defend your territory if that is what you think is the proper reaction.
//Edit: I might add, because I don't get tired to do so, if Nacion Maltese would still have a properly done set of inRP-laws both official factions would finally agree upon, we could even deal with the Outcast capital class warships inRP as we used to back in the old days. But alas...

Agreed. Maybe if Outcast ZoI was more balanced people might start playing Corsairs too. The way I see it in comparison to Outcasts I have little reason to be a Corsair.
