Other question: if someone kills you in a battle you consent to, but you, say, forgot you had an unmounted BS scanner, and your opponent/anyone else gets it, can he be sanctioned for taking it without your consent, or the "you were stupid, your loss" scenario applies?

Basically, it is your fault for 'forgetting' to mount the equipment. They become the 'spoils of war'. This applies even if you didn't consent to the battle as long as RP was given that meets the requirements for an attack.
