FLHook - new server tool

This might as well be a mod version. Or those tools. Though I don't think that flshell or flhook have large impact over connection. FLHook is quite a simple tool anyway, not even using any excess files... just a couple of additional dlls.

Anyway, we'll test this. Just unload the tool or restart the server later today, and it will become clear.

I removed idle limits for both bases and character menu, so you may now stay indefinitely. Yes... no more limits... you convinced me :)

As for the "dock camping" yes the time frame has to be made longer and im sure wedge antillies would agree given his current situation ;) .
