So, I don't know who else ever had problems with this, but ... since I had ... and since I felt like sharing this...
To get rid of the chat-ads (that just now started appearing on my already small-sized chat windows) I did the following, and it appears to have worked:

1) Open Internet Explorer
2) Open Internet Options
3) Go to Security and select Restricted sites
4) Click Sites
5) Add

click OK
6) Go to General, click Delete, and click Delete again
7) Open Skype, the blank space should be gone and there will be no ads
I don't know what the implications are and whether there any issues with other skype apps, but so far this is the only possible solution that I can think of.
Also putting this down so in case anyone ever asks me, I know where to point him.
I don't know, never had any ads pop up on the minimal chat size for me as well - until half an hour ago. I read in the posts I read through for removing the ads that it is being enabled country-by-country...

this works on all adds, if you have something specific not added to the file just manually add it.
It just blocks them no matter what browser/program you use.
