The problem with this would be the clear way to abuse it. Say someone has a friend with a LN ID, he can just have his friend fly with him all across New York for instance, and just tell everyone he's escorting the Zoner. It'd be better for everyone just to bar them from entering House Space and remove all chances for abuse.
This is still the same for any Capital Ship going through House Space. The idea is that it stops the people hanging around in House Space causing problems.
Why can't Zoners, who want to go from A to B, travel through House Space with the permission of the House Navy/Police? If they don't have the Escort then they are not allowed there due to their ID.

They should have no reason to want to explore it, it's already been done. Find greener pastures with your massive colony ship.
So why didn't you also colour in the places that they can't physically reach unless they somehow jump there?
How will they get to places likes Ames? Or the Freeport in Bering?
