i understand that rule is for both cruiser and battleship however how about if that trader is attacking ur homeland? let say you're police and some one is smuggling illegal goods, you tell him to drop his cargo so you can destroy it or something and the guy denies.. can you attack him to protect your homeland?

There is a difference between gravedigging and asking a question with a legitimate purpose after having used the search feature. It's entirely possible that the discussion points from several months (or years) ago may have been clear in the context of what was discussed at that time or in the game play of that time - but are no longer valid now.
I personally enjoy during slow times going through old posts and reading discussion points.
In this particular case, the question is from someone who doesn't understand the rules as they apply to traders.

It's not pirating.
The simple answer to this is - there are TWO instances in the rules where a cruiser or battleship may legitimately engage a trader and/or liner.
First is in self defense. If the trader opens fire first - and actually DOES damage to the cruiser or battleship, then you may turn said trader into gas with your nice cruiser.
The second is if you are in YOUR guard system, and YOU are a member of the owning faction of that guard system. You have the right to defend your guard system against anyone and can destroy them. Note that the GUARD system is different from the HOME system. Omicron Gamma is the HOME system of the corsairs - it is NOT their GUARD system, and thus, all regular rules of combat apply.
