I think this is a bad idea for a lot of reasons, both roleplay and non-roleplay ones.
However I think it would all be a lot better and easier if Freelancers and Pirates didn't have access to top-tier stuff like Sabres and Eagles but had to fly crummy ships or nerfed faction ships (including high-performance civvie/BW ones).
There would be a natural progression from that to join either true pirate factions with better tech or true bounty hunting associations like BHG, Reavers or the now deceased Mandos.
I am a little biased when it comes to removing access of pirate id to rogues bases since all my pirates chars are Pirate ID and i have to go to lolberty to hunt when i don't find too many players out of it(lolberty)
However i truly believe is needed since most pirates i had flown with it[pirate id] or otherwise oc[in liberty] use it more of an open terrorist id substitute,since navy just engage them on sight and can play the self defence card,or some but few RP[even about being a terrorist] but never ask for money,as a generic pirate id should actually do.
People want to believe that God has a plan for them.
They don't wanna believe that anyone else does..
Independent pirates who don't work for anyone but themselves are in every aspect an annoyance to the Rogues. They're nothing more but competitors who don't wish to work together with them, or be of any use for them at all. They use their piracy grounds, shoot/hunt them (over 50% of them in reality), and do use the Rogues' bases "for free".
While I must admit that I support the vanilla pirate groups like Lane Hackers (of which you rarely see indies), and dislike the terrorist-like Pirate ID which can be (ab)used by anyone. And it's sad to say, but there are only a few who actually RP with the Rogues, giving them a reason to have them docking on their bases.
Like it's often the case, the well-doing other half has to suffer of such changes. So they either have to use Rogue/Hacker/Junker/Freelancer IDs now.

When I'm on my Rogue and see indie pirates, I don't jump the gun and get straight to shooting them and vice versa. We help out each other.
Out of every single Pirate ID'd player I have seen, I have only ever seen one person attack Rogues without diplomacy of any kind.
Heck, as long as you're nice, you can even get the CGS to leave you alone or help you out.
One more thing, the general 'in-bed' relationship Rogues have with the Congress needs to change.
Remember Humboldt? That was technically a Rogue system a while ago, now the Congress technically owns it. They even removed the docking rights of my Rogue, after I had helped them defend it against those who'd wish to destroy it.
And the whole Altegra and Ciplian thing... eh. Junkers in Sirius are generally meant to be piggy backing house pirates, however, it seems that things are the other way around. Step out of line and bam, you can get FR5'd by over pirate factions through the Congress themselves. Ergo, Junkers have more power over the pirate factions themselves. By lore, this is wrong.
Correct me if I am wrong, but didn't the .:j:. hint at one point that they are too going to demand Pirate IDs to be rephacked -0,5 to Junker NPCs?

I just noticed this isn't an official LR- ship, since the tag is wrong. Maybe this guy should avoid using a tag so similar to that of an official one?
For normal I'd say, that when he's not using the official faction tag (LR-), it's none of my business. Unfortunately, the person in question is (still) in the faction, but used a wrong tag - intentionally or not, I'll find out.
3.1 An attack is any hostile action that drains shields to less than 50%. Saying "Engaging" is not sufficient and aggressors are not allowed to destroy a ship before allowing sufficient time to respond. If a player is attacked he has the right to defend himself regardless of who is attacking. Trading nanobots, shieldbatteries or other ammo and equipment during a fight is also considered taking an active role in the engagement.
