The early days of Maltese civilization were marred by all manner of problems, but eventually the people who would become known as the Outcasts began to grow and thrive. In the early days, before immense trade networks were established to cover the sector, native farmers produced all the food and other products the nation needed. Cities were built and the regions of population upon the planet expanded. Many had vast, productive fields.
Campania is a large region in Malta. It is located in the Southern Hemisphere and covers three distinct zones. The farthest to the east is a fertile plain which has traditionally produced a great amount of food, much as its namesake on Earth. Beyond these fields lies a mountainous interior, and stretching from that area westward is a large steppe region produced by the rainshadow of these mountains. The fertile region is currently the home of many large plantations today, to the exception of many residents who wish to continue the traditions in this region. As such, the various trade groups have gathered together and founded a cartel with the goal of increasing their net wealth to be able to enjoy the plantation life.
The organization is divided into three parts, much as the region as a whole is: the leaders, the growers, and the others. The plantation owners and the eldest residents make up the first and rarely leave the planet. Those activitely owning fields who do not fit into the first group make up the second, and everyone else obviously makes up the third. This is the group that is usually seen in space, running products around and trying to bring revenue to the region.
The demographics of the spacefaring group tends to be skewed in particular ways. First are the older members who have given their land to their children, when they have been lucky enough to have any. Next are the bastard children, often times the lucky result of an Outcast and their slaves, and the rare second children, from those uncommon times when an Outcast couple manages to have multiple children. Then come all are the residents of the mountains and steppes who wish to raise the necessary capital to acquire land in better areas to enter into the lifestyle that once characterized the region as a whole. Last are a small number of those, who do not like that the modern economic conditions have caused food to be imported due to the skyrocketing value of cardamine.
Goals
The Cartel and its members have many goals. The primary goal of the Cartel is to spread Maltese "culture" and bring riches to their region. For the members, this can take the form of acquiring slaves to work their land and money to buy (more) land as well as increasing their wealth through the Cardamine export. Many members wish to find new lands for the Outcasts to control, as unlikely as it may be. An additional goal is to fund a full expedition to investigate Planet San Remo in the Omicron-80 system.

As CW| considers itself to be as much a Gallic Quasi Lawful group as it is a Zoner group, you may want to factor us in the neutral area. 'Everyone else' implies that you are hostile to the Zoners in general, but the CW| movement in particular has a history of RP amicability with the maltese, cross-board, especially as we're likely to have a considerable number of interactions in both Tau 37, 23 and the Outcast worlds themselves.
A few queries:
- I entirely approve of the whole 'RP based capital usage' policy according upon the resource practicalities of the Sirian universe (we have an identical system). Out of curiosity, what manifestation is that going to take?

-Will you be doing dedicated RP cardi convoys into both Gallia and Liberty house?
-Your rep also implies neutrality to the Unione Corse: The Corse happens to detest "sniffers" as cardi aquisition within Gallia displaces the present Gallic drugs market, amongst other contrasts of idealism.
Jens, can an event of slavers convoy be done with the Cartel? Since slavery is a poor business these days, considering the dangers involved. Think a little RP base for future increase in Slaves prices could come in handy for any outcast faction and help the activity of the outcast in general.

1. Not entirely sure yet, I guess it depends on the ship size, so if its for something small some forum RP would be enough, if it would be for something of BS size someone would have to be hired to deliver the things needed, someone would have to build it, so overall that would take more time.

Not sure about the UC yet, its one of those groups that could be protraited by multiple ingame groups, just like the Brigands. There could be those that dont like Cardi, or those that actually think that it could bring some nice income, I'd rather leave that vague for now.
For over two years now, there has only been one Corse group, but either way the Corse are by lore against the Outcasts. Additionally, the Corse are hostile to the Outcasts for numerous reasons, not just the Nox/Cardi thing, which is a bit of a generalization.
Also, the only Gallic unlawful/quasilawful who you could be sure not to shoot at the Outcasts is the Gallic Junkers. Maquis and Corse met resistance after breaking through the Lorraine minefield into Omicron-80 and both groups have since been targeted by Outcast groups. The Council are in a similar position, and their friends (Colonials, IMG) are also attacked by Outcasts. For the Brigands, it really depends. They might take your Cardi to Gallia, or (more likely) they'll see you as a rich piracy target and loosen your wallet a bit.
Basic run-down is; Council, Corse, and Maquis should be listed as hostile, Gallic Brigands as unfriendly, and the GJ as neutral. Or of course, you could keep 'em all at neutral then get unpleasantly surprised when you're shot at

Ok maybe I am mixing things up, but weren't there (in previous versions maybe) some possibility of friendliness between Brigands and Outcasts? Something about cardamine and selling points? Wasn't a certain furry Brigand chummy with Outcasts as well?

Correct, there had been some of that before. However, a lot of Gallic lore had not been firmly established when that was done. Presently, the Gallic Junkers are the main Outcast connection to Gallia. Easiest example of that would Torino Base in Lorraine.
Also, the past three or four Brigands groups (across the last two and a half years) have either pirated Outcasts, or in one case considered them fully hostile. If a Brigand wanted to do stuff with the Outcasts though, that would be fine
