Thought: how about making cloaks work like in crysis - quick charge, 0 power drain when motionless/drifting, increased power drain porportional to speed and maneuvering, and cloak loss on power depletion.

Sure I can agree with that propostion but in turn, give immunity to be countered by CD spam. So you get 30 seconds to kill unshielded bomber in your VHF, or you can cry your crocodile tears again because you didn't managed to kill that easy prey within 30 seconds.
EDIT: Oh and I forgot to mention, give Light Cloak infinite duration, because 30 seconds charge, and Light Cloak lasts a bit longer than 30 seconds.
30 seconds isnt enough to kill a bomber with full regens and etc. I dont know in which sirius have you been living, but it is not this one for sure.

Cloaks werent designed in vanilla for escape, but to spy and stealth engage, why is it so complicated in disco?

My question wasn't wrong, It wasn't "anybody" who came up with the idea, it was you. Coming up with a vague idea isn't too hard, all it requires is a faint hint of creativity. ("I want cloaks work like in Harry Potter. I don't know how it can be done, but it would be cool.") Come here with a well ironed-out concept you know is possible and with a well defined plan on how to implement it, how about that?

Were there cloaks as an actual gameplay element in vanilla at all? I don't remember being able to buy any throughout the campaign.
