Pirate ID can hire Freelancer ID. It will have consequences for the FL ID-ed people, sooner or later.
Guys here forget that ID rules applies both to NPC and Player vessels, as far as I am concerned. While I am against punishing those who kill NPCs, it is reasonable that allied to the NPC faction or law enforced wouldn't like the view, if the guy is caught (like P1 is pirating onto TL, but P2 is meeting him - the latter being law enforcer or bounty hunter). Bang - fine or die.
Even if it wasn't caught, I'd be suspicious about FL P1 with a lot of cargo around, as a law enforcement P2.

Unfortunately, nobody has to care about your personal interpretation of the rules.
This is a statement of fact, not my personal interpretation. Ask Admins and Angels about that both NPC and player vessels are equal, when it comes to the assisting in your ID.

The pirate ID is a generic unlawful ID. It cannot hire freelancers.
4. Mercenaries, freelancers and bounty hunters may be hired on the spot in game by non-generic IDed players to assist with a combat without a forum post. The other parties involved in the combat must be made aware of this.

Oh sorry, my bad! Indeed they cannot. In fact I was thinking more about "official" pirate faction IDs (Rogues, Outcasts, Corsairs).
Officials are not even interested in attacking NPCs
And if they do they CAN.
And since they are pirate you will attack them anyway if they are not near NPCs (if you are saying Bounty hunter or cop/lawful)
isnt this about FL IDs?
the point is:
Yes you can "assist" NPCs or whatever you wana do with that.
and
IMO if you see someone shooting a NPC it's not a big deal in terms of sanctioning.
