Then we just need a new faction for this House.
Which needs at least three months until they become official, for start.
Also putting all burdens on one faction is quite demanding (because some houses don´t have/will lose soon their police factions so duties they handled will go to military faction). Handling all the government and law things sometimes takes a lot of time for forumlancing (as you often need to discuss some things with others and you should reply in some time manner, not after two weeks). And lot of players have limited time for playing, thus if they handle forum things, they doesn´t have much time to log in game.
It´s not that easy as you think (and as it sometimes looks from outside) until you have to do it, believe me (RFP leader here).
If you have limited time to contribute to the game, what use are you as an official faction, whose job it is to contribute to the server lore?

bingo. the issue isnt time itself, its people not applying to factions. and dont say 'its too hard to join some factions' or 'then the faction must suck if people dont join'. that's just stupid.
Thyrzul (especially) and Karst touched on that point. very little activity means most people are unlikely to join. less recruits means less people logging hours, which continues the cycle.
as i said earlier, its a catch 22 situation. the application of the perks wont be effective for all factions.
Well I don't know about that. Some factions do dig their own grave which makes them a lot less likely to get new members (e.g LR- and their 8 hours in a greyhound. People don't want to join LR- because they don't want to go through that ordeal).

I don´t get your point, I guess you didn´t want to say "official faction members/leaders are supposed to dedicate their lifes to Discovery". Because it looks like that.
Almost everyone has limited time. There is something called real life, I guess you know that. We must go to work/school, we have real friends to be with, lot of us already have families, some even with children.
To prevent confusion - I´m not saying there should not be some level where faction should lose it´s official status. I´m just trying to bring fact the this level should be set carefully to not cause more harm than good.

Reverend Del while he was leading LR.
Alec while he was in RM.
Jura in 101st.
Those were all players, who dedicated all of their effort and free time to their factions and that alone made them very fun to play. As far as I know (apart from Del, who had a XA as well), they did not even get to fly other characters all that much, their online time dedicated to fly with both new and old members, organizing mini-events with their peeps and genuinely caring for the overall ''feel'' of the faction. If their 1ic duties were done, they would log a faction character which was RPed with a lower rank and flew with the others on equal grounds as well. Stuff like that is what made factions worth logging onto. Now it just feels like most faction leaders recruit a player and expect to get activity in turn for bearing the tag and nothing else.

All of that requires immense amount of time.
Which's limited

I'm dedicating all my effort to one faction. Yet it's not enough, just because I don't have much efforts to spend on Discovery.
And I'm pretty sure that atleast half of faction leaders around can say the same.

Faction activity tends to go through ups and downs. GRN|,
Just remove everything above GB from non-official military IDs and buff Caps. Or add better shields armours and guns for official capital ships. Then expand the trend by adding new official faction only ships.
Here we go all military amd other factions fixed.
The faction perks is the way to go, however this perks should be deserved. If one does not manage to keep up with this low lousy activity requirements then he should free the spot for people that are up to it.
The activity requirements are joke compared with the faction activity when the official factions were actually a thing and when the server was not dead. 5-6 days activity was standard for smaller factions while the bigger ones were always above 15 and some even up to 20-25 days.
Lets hope that latter is better then never. I hope for credit income nerf and traders nerf now. Making economy challenging again should be the next goal.
The server is still not fun to play with less then 120 people on-line.
While I've only played here as an Indie, off and on, I must admit, I WANT to join some of the factions. I have a backstory (albeit unwritten at this point) for this character, but also, I don't ASK for anything. I'm not going to ASK to join a faction. If a faction sees me on and thinks I might be a good fit for what they do, they should be trying to sell their faction to me. I might have missed someone saying it, but I'm going to say it anyway. Recruit people. Don't wait for them to come to you.
"Have you ever thought of a life in the Liberty Security Force, protecting our systems from all enemies, foreign and domestic?"
"Want some real combat action, join us, The Corsairs."
"Want to be free from oppression and live your life, your way, come fly with the Zoners."
"There's a war on, and we need ever able-bodied Bretonian to do their part, join the BAF and rid our homeland of the Gallia invaders."
You guys complain about all the Indies on the Server, and well, that's your mistake. Those are the undecideds you have to win over. The window shopper you need to sell to. The more engaged you are with us, the Indies, the more likely you are to recruit some. And, frankly, some of the Factions have deep RP requirements. That's a hefty amount of work for some of the Indies who just discovered this place.
Granted, this particular theory only works if the Indies, like me, are here for Role-Play purposes as well as just flying around. If you made it to be an Official Faction in the past, there had to be interest in it. Most of them are broad in scope it should not be too hard to find a couple of people without tags that might join up.
Again, I haven't lived here consistently as all of you have, probably because I've never found a home or family here. So, as much as it's worth, that's my view on this.
