Taxes are collected from the Gallic people, and the trade of commodities like premium scrap. The latter are called import taxes.

Whilst understandable that the powers-that-be would be suspicious of people dumping any old odds and ends on the doorstep of their shipyard, it would make much more sense if the licensing process was a simple apply-and-grant model without the monetary aspect.
Comparing this to other licensing programs is fallacious, because the other programs license commodities that are/could be dangerous. Cardamine is an addictive, genetically-modifying drug, side/light arms, tanks and the like can all be used to sway the balance of power away from the authorities and nuclear devices are, well, nuclear...
Factoring in the credit value of premium scrap is also misleading. When compared to other commodities, premium scrap, ie: broken things, are the most valuable items in the universe. Worth more than diamonds, gold, pearls and other precious ores. More than 3 times the value of a crate of fully functional side arms, even to a nation caught in the middle of a full scale war for survival where conscription is ongoing. More sought after than addictive drugs whose withdrawal symptoms include death. And, most ridiculously, at least 3 times more valuable than when they were new off the production lines.
Moral of the story? Buy a new engine, run it into the ground and leave it in a radiation field for a year. You will be able to flog it for at least 3 times what you paid for it. Why don't Junkers own all of Sirius, yet?
I say power to the GRN| to do what they want with this.
I sincerely hope that no one gets upset for House navies to start setting up fees to dock on their npc battleships (can't just let any old person dock on a navy warship nowadays with how many enemies each faction has) and fees for docking on their major shipyards/stations (using up valuable docking space). Oh and don't forget having zoners set up fees for docking on any freeport (enemies/space/toll).
In all honestly, GRN| shouldn't necessarily be stopped from doing this, however I hope the admins respond by doing something along the lines of upping the price for buying all ships, weapons, and equipment in Gallia to compensate for the loss of premium scrap that would have been brought to the station and recycled into those various items.
It will make sense to tax the use of trade lanes,jump gates and worm holes as well.
We can also tax every unit of cargo shipped out of a system with the export tax,as well as import tax for every unit imported cargo.
To be able to pay taxes,a player will have to buy the export tax license and the import tax license.
POB can be taxed simply for existing,since they occupy space that belongs to a House/faction,even if the owner of the POB is part of the governing house/faction.
Additionally a war tax can be introduced in the houses/factions that are at war (basically everyone).
The friendship tax will allow Gallia to tax kusari and rheinland for simply having neutral/friendly relations with them.
Failing to pay taxes shall be considered rule breaking and shall be punishable by sanctions.

Isn't 100 million a bit too harsh after all? I'd understand 20-30 million on the beginning, because for some players saving 100 million cr may take days.
Guys, FR5's have been denied before for the simple reason that it can be dealth with ingame in an RP manner without the FR5. Before shouting that they will be protected by an FR5 let's see if they even apply for one let alone whether the admins support it. I'm also figuring that the companies who are paying for the scrap and putting the stuff to applicable use isn't getting any of the 'liscence' money and are thus paying, not profiting. As usual a gov't cash grab goes into their own pockets. Being upset is normal and common, so are these cash grabs.
