I agree with you that the FR5 should not be used as punishment for smuggling, like I said previously in the thread.

It would require either admin intervention or a faction agreement to change it's usage, on the flip side how would police factions punish those who get caught smuggling? Fines? Community service? How could we balance it so that police and smugglers can still fulfill their roles without destroying their own gameplay?

It was just an example of how two players from opposing factions had a RP encounter of which the end result was more creative than "hur hur ima kill u". Maybe I should've elaborated a little on why I think it's relevant. I've read the rest of your posts and I like the community service idea. LPI are always talking about they have work for them.
A little bit of intro into the picture would have worked wonders but it was an excellent example of creative RP, more of that and the server would be incredible.
Yeah I read about it in the comm forum I think, someone doing community service by delivering basic things like water and oxygen or somesuch, it was an interesting way of doing things other than shooting or issuing fines.
Exactly and depending on the politics at the time, plus the resourcefulness/creativity of the police player, you could be asked to smuggle something across embargo lines for them, I mean who else would be more qualified for the job?
