You could tier it by diving up the perks and requirements instead of the current all or nothing system we have now.
Say a faction only has 4 members but is very active and provides a lot of fun, under the current system they'd remain as unofficial. With a tier system they could apply for a tier which would give them a section in the forums and the ability to upgrade a PoB core for a lower required ingame activity and/or number of members.
Basically you divide up the perks of the faction along with the requirements so as to encourage factions to aim higher.
How would simply layering the current faction system across several tiers create a standard that couldn't be achieved? By spreading out the perks and requirements a lot more factions could get useful bonuses that would otherwise be inaccessable with the current model.

The problem is that official factions need more power, not unofficials or indies.

Faction perks have always been a bit of a flop. The classic arguement is "Faction takes x work to be official but we only get y for it" and the benefits never seem to meet the bar in the player's eyes. People tend to forget that making that faction official is a reward in itself and being recognized as an official faction here is a privilege rather than a right. The sense of acheivement of seeing that post in green saying you have met the requirements and are on the tracker is supposed to satisfy you, but it doesn't.
We could have swerved alot of the "but what do we get now?" by making some of the more powerful tech ingame to be only available to factions that went official (queue cloaks, jumps etc), but retroactively applying such a measure now would be folly on a catastrophic scale.
How do we fix it? The fact is, there is no perk that administration can give you that will reflect the time and collective energies put into making a faction official. You are doing it because you want to - and if you are still looking for the lolly basket I'm sorry to say there isn't one, and there never was.

Yeah, there still are. You can do RP and make faction requests. ID changes, ZOI changes, tech changes, NPC asset changes - RP, both ingame and out, and they will come.

Yeah, there still are. You can do RP and make faction requests. ID changes, ZOI changes, tech changes, NPC asset changes - RP, both ingame and out, and they will come.
If these had worked, you wouldn't be seeing this thread.
My point is, if your faction isn't satisfied with thier official status, nothing is going to change that except thier own attitude. If your faction is needing perks to keep it going, it is time to either give them a pep-talk to alter the course, or face that the players don't want it as much as they used to.
Maybe i'll sound a bit radical, but for me, an indie can only be a freelancer. This implies whatever limitation the Freelancer ID is consisted of. (3600 max cargo space, etc...) I would also go a bit further by saying that indies can only use the last generation ships and gear. Example: the Wraith for the Officials and the Valkyrie for the indie. This would be a real magnet for official factions. And would aslo give a use for all those old ships nobody uses. Finally. I aslo would like to see a way implemeted in the server that would make all indies responsible for their actions. No more stuff like: 'It was an indie, we can't control them' Also, a good way to improve factions is to give them something to do... ( a war for Rheinland and Kusari for instance!)

I would be all for a radical change (maybe not this particular one though) if it's going to work. But to put it bluntly the mindset you are up against is "But what about all the stuff I have now, you'll take that away?" - "Yes" - "Oh well I won't play anymore then" and on the threat of that, nothing changes because there is a perceived risk of loss to the community in it.

I agree, I haven't thought of the already present stuff players have. However, the barge dissappearance did not pose so much problem when it was removed, and we all know how much it costed.
What I wanted to underline is that fact: Offical factions are fine in my opinion. The problem is that we all got to do the RP to get into official factions. We all had to respect the ZOI, the lore.. Everything. Indies on the other hand have all those advantages without any responsabilities.
And I'm fine with this, as long as they do not have the same advantages as we have.
