or simply, create new wars between houses. It is the easiest way to increase activity though

But, since you probably haven't read our announcement posts, I'll enlighten you. We currently have our system modders working on Kusari, Rheinland, and parts of the Omicrons. They'll be released as soon as they're ready. Then, they'll begin work elsewhere. In the meantime, patience is recommended.
Titan, I understand that the current lack of activity is a problem. @Pavel correctly described part of the issue, with other problems being the recent forum downtime, release of Fallout 4, and college/school semester exams which many people will soon be taking.
The conquest system you described is not fit for Discovery's roleplay environment. Other independent (original FL, Discovery, or some other mod) servers have tried it in the past, with little to no long term success. Furthermore, there are many more factions than just the house governments, revolutionary groups, and independent nations; those other groups would be adversely affected since such wild chaotic system conquering would impede what they do, and they themselves cannot compete against nations. I could list a great deal more about how that system wouldn't work, but I think you get the point.
I've already asked for something similar based on clan system wars in the past withno echo. Well, it doesn't fit an role-playing server after all. And something like this wouldn't increase the activity, maybe even decrease,
Back to the point: Do something in Kusari. Just do it, then repair their dessy, cuz I want to fly it. The thing is that WE NEED AN ACTION HERE, but the problem is it is not a good idea to host a war in every house. Man, you can't spread those a few people remaining through the whole Sirius. Just do something good and memorable, but in one or two houses in the same time.
Really guys, we need more action here

With an overseen system based on events instead purely relying on spur of the moment pvp events, it could be great. It's not too hard to put in place either.

Things should change quickly. Battleship Oubli destroyed by Liberty navy in 3 Years, thats... very long time and still GRN controlling the Planet Leeds and people got bored because same place,same fight everytime
These things should happen in short time too (maybe in 6 months)
However adding a battleship for each faction in the system and starting a battle with RP background would be pretty good. Even random Nomad waves in Omicron Delta 2 months ago were a good addon
Maybe those battleships should be dockable and both sides could have unlimited unit count once per a few days. Not everything has to be connected with RP lore, not everything has to make an inf into it, but even the smallest actions would increase the activity. And provide some entertainment again. Just make them in suitable time (about 18 UTC) and post an notice on forums at least 24 hours before

There is stuff being done in regard to Kusari future. It's just not ready yet.
Also, stop calling it a dead house. There is a lot of things happening over there already. The visibility of such things is small because some factions are just engaged in their first gear, while others are stopped on their own (either by lack of leadership initiative, or "waiting" on upcoming changes).
As for the details of such plans, it's not my place to divulge them, as instructed by the ones responsible. It's up to the relevant devs to disclose that information when they deem ready.
