I just stated the argument I've been told on other topic many times. Ames is in open space, Rochester is not. By stating that "authorities do not know about criminals onto Zoner bases in open space", we replied to the question about Rochester, which is not in open space and is hidden.

That's not an argument, since distances represented by in game does not show how long would be true distances. We are dealing with simplified form universe and actually Rochester is very far from Manhattan.

Tbh I'd like it if factions had better/other faction rights and powers that weren't FR5 or FR6. Would make for a nicer, more fun, more RP enriched experience with none of the hassle or drama.

Hardcore RP attitude has to be applied to both sides. So if lawfuls are to pretend they don´t know where Rochester or other junker bases are, and are not even allowed to enter scrap/asteroid fields so all criminals can hide there without leading lawfuls directly to these bases, then I demand that all caps (both lawfuls and unlawfuls) can´t enter scrap/asteroid fields generally, because inRP they can´t. Oh and also all unlawfuls should immediately stop using jumpgates and trade lanes because maybe apart of Lane Hackers, inRP they can´t use them.
Discussion of how "you can´t do this or that because this is how it works inRP" can be endless from both sides...

I agree with that. Make some crimes in house space, pay the fines... BANG, FR5 all of sudden. Fear of FR5 is one of the reasons why smuggling is basically dead.
