Despite Kusari being "dead", it has the best PoB spots in all of Sirius. For example, a PoB in orbit of, say, New Tokyo, is literally ten trade lane (and 3 Jumps) hops away from the farthest, and incidentally least amount needed material needed to make, say, a Docking Module. (High Performance Alloy, Shink-KyuGate-Kyushu-Tsushima-29-Nago-FP6-31-Holman-Leeds), compared to: Hull Segments: Shinj-KyuGate-Kyushu, Plasfoam - Shinj-KyuGate-Kyu-Tsushima, Robotics: Shina-HonshuGate-Yukawa-Honshu, Hardware: Shina-Narita, Alloy: Dock with NT
We are looking at a median of 3.5 lanes to pick up a given commodity, assuming Planet New Tokyo is the launch point.
Basically, if Kusari dropped their PoB fees, we'd see an influx of PoBs capitalizing on this. However, as it stands, my evil lair known as the Halite Factory is the only illegal PoB in Kusari, and nobody's going to find it unless someone tells them where it is.
(I'm amazed nobody has called me on what I named it. That kind of shenanigans is tempban-worthy at the very least.)

The more activity you will do, the bigger chance someone will find your base, unless you are willing to spend incredible amount of time by all shippings without using lanes.
Especially when you make public post like this which essentially means "I challenge bored people to find my base".

Kusari one time fees are actually the lower ones. Compare it to monthly fees in Liberty or one time fee in Bretonia.

In all seriousness, Kusari is nowadays very far from being dead. True, Kishiro is more than dead, but military factions became more active after Imperial Incrusion into Kyushu, not to mention activity of Samura and Hogosha.

you know that kusari has a large set of designated "free development areas" ? And that you only to register the base and suppliers, and wait for an approval right, Mr "I have an illegal base because one time taxes are to high" guy?
A simple reading of the kusari laws will give you all the details,. I think is section 8.
