So how does it work now? Faction gets warning, lets say for January, and it last for three months (January, February, March). Does it mean they have to avoid another warning in those three months but they will keep official status if they get another warning in April? Some explanatory example would be nice.

You would be warned in February triggered by activity problems in January. This means that your warning counts for February, March and April. If you are warned again in April or before, you lose your official faction status, if you are warned in May then you will not lose your official status, but will have another 3 months period.

This will be a case to case decision, you can not lose your official faction status if there is no forum RP.
But you might get around a warning if you can present sufficient amounts of forum RP.
The member count is a set number, you can not get around this in any ways.

This simply says that we can consider factions for official status after 2 months, we do not have to.

It's from the moment you post the official faction creation request.
oracles posted before the forum and server explosion and downtime. we wouldn't mind an update.
Server explosion means that there is nothing left from that time, sorry, but we can not consider things that arent there anymore.

Unofficial factions that are currently applying for official status are allowed to post there.

More paperwork you say. Well yes, but for a good reason.
Activity checks have always been a one-sided process. We are looking to change that with this system by allowing factions to show us and the community they are well alive and contributing to the game. This system also introduces your roleplay efforts in the activity equation and not just raw activity anymore. We hope this will shed some light on slightly more niche factions more active on the forums than ingame.
All in all, this will allow everyone a better chance to understand your faction. This form should not take more than 10 mins to fill and can be posted by either the faction leader or his/her second in command. Do not go overboard with it, keep it simple.
Why should factions that are in the top 5 of the server activity be subjected to this? This seems like something that you would need to do if your faction activity was lacking. I don't feel that factions that log the most time in game should be penalized this way.
If you consider this a penalty then I believe you entirely misunderstood the purpose of these reports.
It doesn't matter how active you are if nobody knows what you are doing. Activity is excellent, nobody will complain about it. However this activity should serve a more global purpose. If you pay attention to the status reports that have been posted thus far, some people did the bare minimum while others seized this opportunity to make disco a better place. What kind of faction leader do you want to be? This is the real question here.
Admins are slow, that's a fact. It's being worked on and when half the staff goes missing in the span of two weeks things need to be reorganized and it is no small task when reports and requests continue to flow in.
How you fill this report is up to you. Do the bare minimum or do something elaborate, the choice if yours. Know that an elaborate report is more likely to see its content processed faster. The more info you provide and the less we have to find by ourselves, the faster it can be handled.
With all due, the activity tracker means absolutely nothing ... or bare minimum when it comes to looking at how active factions are. Why, you ask? Let's look back in Disco history, to .. the activity farmings of Puerto Rico (yes , I'm looking at Junkers right now ) , the random faction tagged ships floating afk next to a station (still a common thing in certain times of a day) , or flying through a system with autopilot in non-cruise ( takes quite a lot of time in large systems ) and so on ( Was hilarious when I kept bumping the guy and did nothing for 15 minutes, then it got boring ) . So personally, I think this whole report idea is pretty good, not to mention it gives chance to factions who contribute more to the RP part then the in-game part to have a way of proving themselves.
