Jokes aside and related, I have already expressed my opinion that Gallia should move into Caliofrniaville, since the LN apparently don't heed Magellan. That way the most important playerbase (hello, how is the mod called?) and the most numerous one will be connected. Much better than camping Leeds or Magellan for half an hour as a Dunkirk not to meet anyone, or the same as a Valor in Manchester or Magellan. I think that the mod would be somewhat revitalized if Magellan was given a role similar to the one Bering (or was it Hudson?) had.

Maybe an (in)active Nomad lair somewhere there would be a cool idea as well. Nomads in Gallia are thing to happen.
Otherwise add another 'new' faction in a 'new' area which will be at war with Gallia. Problem solved, we just need some new shippies
It was proved in past this won´t work. There were good routes, but result were only powertraders silently making money without being harrassed. But even if you would buff Gallia routes/nerf others, you will end with what I said. Gallia would just simply suck activity from elsewhere, not create more of it on its own.
It actually pretty much worked if it managed to attract silent powertraders into the house. That pirate and later lawful activity did not follow is an other matter, of course the solution is not adding even more profitable intra-house routes, but taking those away sure isn't a solution either.
The problem dates back as far as the good old days of big Gallia, when half the community were crying rivers of tears about how damn big it is, and what did devs do? Shrunk it. No, didn't delete systems or content, they just rearranged stuff to be closer to eachother. Content-wise Gallia didn't get smaller but stuff got closer to eachother, the house became more dense, and the result is with the same trader survivability a lot less potentially successful pirate spots. Like I could count them on one hand. More recently a lot of content was cut, but the general arrangement of solars and short distances remained, which imo still need to be fixed. Gallia still has a lot of 30-35k lanes, not one 100k long like in Colorado or Texas.
Just because it was not enough to solve the whole issue doesn't mean adding profitable routes inside Gallia didn't serve it's purpose well.
How about we move the starting place for new players to somewhere in Gallia.
Then there would be more activity there
But basically... I think what needs to happen for a house to get active is for there to be 3-4 rival factions operating in it or something along those lines.
Take an example from Kusari and Omicrons.
