This idea was discussed all the way back in 2011 or something, and one of the main problems with it is that it's way too late to be enforced. There are a LOT of indies flying caps and taking them away would probably cause most of those indies to just quit the game. If anything, it should've been done a very long time ago when Discovery was in its early stages, but doing it now will shrink the player base even further.

Limiting indies to house ZOI will be a good move then like Libery Navy indies can only use caps in house of liberty and systems directly attaching with liberty

In my mind i see no reason for a pirate to treat house space and non house space differently in terms of what they can request. Like what is the point of this rule?

It's because people used the ID to pirate Snubs in house space, effectively making them able to engage anyone anywhere, which is against the spirit of the ID.

Wouldn't it make more sense for them to use a Liberty Rouge or other Criminal ID? Better equipment... etc...
