In fact, they give more interaction, as people are more daring on cloaks. For example, I'm way more likely to enter less-than-neutral territory with a cloak. I'd never enter it without cloak. That argument is usually thrown across the forum by people that are too lazy to use cloak disruptors as efficiently as you do. ;3
I'd tend to agree with Thunderer on this, there is little bravery entering a less than neutral area if you can't seen or detected unless a specific mod is attached.
Personally I'd like to see cloaks remove you from scanners but not visually leaving the current cloaks to the Nomads and their minions, just to give the threat to Mankind a "lurking monster" effect.
Cloaks themselves are fine as they are. The way we use them I see as the only issue. They are perfect to ruin someone's fun (and the will to keep playing this awesome game).
Cloaks should be restricted to be used only with a faction ID, or some awesome SRP approved by Admins, their parents and their cats. How da hell would so many indies have that kind of tech and no responsibility for a way of using it? Ofc, factions should have a list of cloaky ships in use, with appropriate RP cover where did they get them (or RP-ing a cloak is too much to ask for on some RP server like this lil' one). Some hard-working factions surely would have more cloaks than others, ofc.
So, in case someone used it for making bad gameplay, anyone would be able to find out who was it and mention it at his/her faction's feedback. In a cool and non-pissed-off way, if possible.

Though we are looking into your views of this, since this would be a HUGE pvp shift. We are also looking at Devs for possible balance changes to load times if this happens to make cloaks a defensive tool, rather than offensive. This chance would mostly concern caps, of course.
Given the dev team has minimal understanding of caps, given literally every capital ship change since 4.87 has been utter garbage, I'll go ahead and reply.
Cloaks are necessary for capital ships now more than ever, capital ships have been "balanced" so to speak to the point where medium battleships rule cap combat tenfold more than they did in 4.87 when capital ships were more skill based. Now that dreadnoughts are essentially garbage, its 100% necessary for you to either A. Decloak on the enemy or B. Engine kill on the enemy, since the whole system of capital ships is basically "lol check out my mortar aim on my super light kiting bs that can dodge whereas your fat dreadnought cant xddddddddddd". The current system of cloaks and buttcloaking is fine, although I'm still unable to understand if you're capable of enforcing the rules around normal cloaks and buttcloaking considering this false sanction here. If you take away cloaks and continue to enforce this stupid rule of "no bumping unintentional or intentional" and leave capital ships in their current garbage state, capital ship combat will have no skill gap at all, and will be utterly boring for anyone who has to fly dreadnoughts. In other words, it would be ten times more piss than it is currently. I'm quite certain given this "trend" of rule changes Eking will be illegal next. If you want cap pvp to be enjoyable, playable, and have a skill gap, get rid of this "bumping" rule, leave the cloaking rules as they are and enforce them correctly, and for the love of god revert these stupid changes back to the 4.87 stats, this whole current system is so boring with no skillgap.
In terms of cap pvp, cloaks aren't detrimental, its just cap players with no skill or sense of coordination whining for you to close the skill gap so they don't have to put effort into the game. This attitude is what's driven capital ships into the ground.

he is right

Decloaking on a ship with another ship from point blank or mid range (battleship cruiser gb you name it) and immediately opening fire after dropping an engagement notice while cloaked.

What are cloak disruptors, what are ears, what is MOVING?

What is seeing engagement notices dropped by invisible players?
Wow, now you have 10 seconds to start moving and taking evasive action!

I agree with Jayce.
On the other hand, cloaks have already enough drawbacks like: no hull, slow loading time, nearby noise while invisible, cloak disruptors with a range up to 12k.
