On the behalf of myself and my associate, Katherine Hyakutake, I hereby ask for permission to construct a small facility in the Dublin system, sector D4. Eldorado Station will hold a restaurant, motel, racing and recreational amenities, as well as an ore loading bay with limited storage capabilities between 10 k to 20 k. Although we are affiliated with the Independent Miners Guild, the facility is naturally opened to the forces of the law as per your prerequisites, and to any persons abiding to the laws of Bretonia.
My associate serves a wide variety of food specialties, from exotic Sushi and Ramen dishes to hearty meteorite-burgers or fish-and-chips for hungry miners, on locale or per Arrow delivery. The ore loading facility will permit all who hold a legal mining or trading license in Bretonia to sell and buy for the same price. As for me, I hope to see the race track in view of our station put to use again, following the good Bretonian tradition reminiscent of the Ascot races, acting as a betting office and casino manager so miners can enjoy themselves after a hard day’s work.
Because the base will have no defensive capabilities of its own, because of the required proximity the race track, and because the safety distance we wish to keep from the Leeds and Edenborough jump holes, we also ask that you permit the construction of the base at 4.1 k distance from IMG’s Battleship Hood. The Guildmaster has given his full support for this. In order to not hinder any existing activities, the station will be placed above and beside the path connecting the Battleship and the race track. Eldorado Station will be at the edge of the Hood Asteroid Field, 4.1 k from Battleship Hood, 15 k from the Leeds Jump hole, 30 k from the ore field in sector E2, and within 8 k of all the race track’s rings.
Please view the attached documents for Eldorado's exact intended location. We have already transferred the 50 million credits deposit to one of the accounts specified and await your response with great anticipation.

These Communications have also asked to build this Base, in either Cambridge (location D4) or New London (location D3). Please specify exactly where you want to build it.
Have you also read and understood Chapter 5 of Bretonian Charter of Interstellar Law - Base Construction and Zoning ?
Once you have clarified who you actually are and where, exactly, you want to build this Base, we will move to the next step.
