There are situations where it would make more RP sense to just blow up a GMG shipping transport as a Unioner than pirate them, but I pirate them because I don't want to demotivate the trader. Why do others get to do this?
Xenos cannot demand credits and usually do not fly transports, so I find it quite logical for Xenos to shoot any shipper not flying under Winged Star Banner.

Well I wonder why this is wrong? Not that I do such things, but it's a situation of war. In the first and second world war hostile supply/trading ships were destroyed aswell without any 'demands'. Afterall it's important to strike the enemy supply so they run out of necessary goods and loose the material battle. The whole reason why Gallia wants to occupy Magellan and probably soon Cortez. To me this makes RP wise sense.
If transports are flying without escort, especially within the actual warzone - it's fault of the traders NOT to hire escorts. If traders do not want to get shot, they should trade in other place.

If official faction (A) puts out 20 mill per kill bounties on, and FR5s official faction (B) from docking on the NPC bases faction (A) represents. The targeted faction (B) should have the inRP right to shoot without making a demand. Role Play actions and diplomacy have consequences.
