Other one is direct feelings that factions have towards one another. I'm not certain if it affects people in the same way as empathy, but it is what, for example, makes police shoot Outcasts.
Ehm... I think so, to a certain extent. I'm still unsure what the rep does exactly, so it may have an effect, but the reps indicate actual, open alliances. The empathies sometimes disagree with the reps, like with the BD and GMG. According to rep, they're neutral, but there's some tiny positive empathy value. Same with Bundschuh and Order.
Apologies for not noticing this thread earlier! After reading your grievance I opted to go through my screen shots to see what I might see in order to re-construct events. Sadly the only image I have containing yourself is that of you sitting 3k away while our Xeno party mauled a Liberty battlecruiser alongside a party of coalition.
Chances are that, shortly after putting the BC to rest the RAB pilots turned on their heels and carried on doing what they do best, which may very well have involved yourself as the chief target. I believe myself and my cohorts were busy killing a pilot by the name of Metroid for the second time in as many minutes at the time, who was rather eager to get the bounty on my head.
Mercenaries generally have a shoot first talk never policy when it comes to Xenos, but if I don't see fire flying about I myself typically give them a chance to be on their way before I pull the trigger. Unless they've proven themselves hostile in days past it's a might silly for us to pass on a potential ally.
I'm a very chatty person in local, can't say as I'm one to open fire without saying hello first!
Trinity, I believe was in NY during an earlier encounter and can attest to us stumbling upon him and advising him to be on his way, as opposed to our simply opening fire on his vessel. Additionally a Lane Hacker by the name of [NLF]Stanchion was given the option of lighting the burners of be put to the gun.
My merc is quite another matter. He likes people to know that he's about to crack their hull with a sunslayer before he does it, he wants to hear the fear in their voice as they beg for mercy in his hold... my merc likes to talk...

Do the RA and Xenos dislike each other, I remember when I was in the RA (for all of one day) I was attacked by a Xeno, when I told him I wouldnt open fire and asked what his motives where I added the disarming suffix "friend" that I so commonly use while being blown into oblivion. He simply replyed "you're no friend of mine" and continued his attack.

Because the faction is very tight-knit and careful, the ID doesn't allow them to let civilians come to harm (that includes traders), and if you try and use the ID inappropriately you get kicked from the faction and the ID removed, plus a possible character deletion/ban?
The Phantom, Wilde, and Keeper IDs are far closer to PvP-whoring, but remember that they are admin enforced and if you abuse it, *poof*
