You are free to fly anything anywhere you want, and roleplay however you want, just as how everyone else around you is free to react to / roleplay back at you as a consequence of your actions. Are they complaining you fly a ship where they thing you shouldn't? Well, it's up to you to care or not to care, but also to bear with the consequences of your choice. Chose wisely.
EDIT: I got ninja'd with extra info, so ye, in the above few cases you can't leave your ZoI, but there are still plenty of other cases to chose in which you can. And if you are still not satisfied with the wide array of options, you can still go for an SRP.
Extreme case, but - let's say you bring a Valor in New York and park it around Manhattan.
Npc will start shooting at you + bases, but since there is no player to see you, there won't be any rp consequences.
Now.... if some LNS or LN see you there.... welp...prepare for fireworks and forum rp.

Trust me there won't be Forum RP about a Valor in NY. Now an Donau, that's something else.
Anyhow, regarding ID lines and ZoI, the moment you leave your ZoI, your ID becomes a weaker Freelancer ID. Self Defense only. Only Intelligence IDs have lines that allow them to do things out of their listed ZoI.

Not give every ID the same rights, bonuses, and ZOIs.
Give them more than they have now so people don't have to constantly hop between chars and IDs while they're dong things, especially while they're still new.
For example the same char (lets say a freelancer or a certain mining faction) should be able to mine for a hauler while being a somewhat usable defender there at the same time, then escort/scout for the hauler to his destination, mine for him there, and escort/scout the way back without ever changing chars.
That creates more IRP inter-character bonds and better RP than people constantly swapping chars and factions to get the best ship for the situation.
Especially it makes it easier for players who don't already have 10 skype friends and 20 ships with 15 different IDs scattered all over Sirius.
That way they can keep playing on the same char without being totally useless, and still keep building more chars with more specialized ships over time to still make a little more profit or punch than they had on their first more versatile char. Ideally and most easily this is achieved by giving Freelancer ID + VHF + one mining laser a decent mining bonus, because those have unlimited ZOI already.
EDIT: About the OC-cap in Manhattan problem, you can always make tighter restrictions for some ship classes while making it more liberal for others.

Well I would not be surprised if I met you somewhere with Order Cruiser in a system that contains a jump gate that you would report me. I think it would insult your virtual law enforcement and I don't want people to feel bad because they saw my cruiser in their system that has same stats as cruiser of their faction because omg how could someone even dare to bring out of zoi ship to their zone thats unacceptable(!!!) because that out of zoi ship would harm their inner chakra of peace and rules and ohhhhhhh snowflakesim xD . My cruiser ID tells me that I can't bring it to Jump Gate system which is in violation of server rules(?) which in turn gets me sanctioned .
I frankly can't give a flying damn about where you fly your Order Cruiser or why you can't understand why some rules and limits are in place, if you try to make it personal, you won't succeed. You asked for a discussion, you've got your discussion, at this point I can quite easily find better things to do than getting baited into an ad hominem war.

It's not about whether or not they have matching tech its about the fact that its and order ship and it makes no RP sense for you to be there. this is an RP server, try to make sense.
