I don't see any outcasts here. If you guys want action go ahead and make council snubs instead of bringing outcast (capital) ships in Orkney space, completely idiotic. Might aswell remove corsairs at this point because they're irrelevant, outcasts are allied with everyone and everything and their enemies don't have any, so.

If you don't see Outcast ID listed there that doesn't mean they can't come. Outcasts have ZOI on the Gallic borderworlds so they can go there and do whatever they want
