The idea came around from the Confederation of Freeports threatening InRp repercussions to the Seperatists and the Unioners for Freeport 2 turning Pirate IFF. Besides, Zoners defending a freeport is something they do all the time. A group of pirates steadily pushing the Zoner population off a station is probably a cause for people to defend themselves.
The CoF is no more and according to the Freeport's infocard it was slowly but steadily abandoned by it's residents, not driven off by pirates. The current owners kind of took over a semi-empty base.
This request is seemingly more for Unioners to have some opposition in Bering, something to shoot at them (did LN lose interest?), at the cost of an attempt to twist the Zoner lore, creating an oxymoron, because apparently they can't find opponents without messing with the lore of other factions.
I did not know using a faction perk request to alter an other NPC faction's lore for our own gain was a thing, but if it is now, I'll see what opportunities I have as well. Maybe I'll request an alternate IMG ID for fanatic supporters of GRN so I can have more things to shoot at Council in the Taus. Seeing this new Zoner ID I'm sure my request would pass too, after all, why wouldn't it?

Yes but why they are allow to "[...]demand cargo and credits from any ship in the Bering system, and attack them if they do not comply"? The Zoners are like a defending military here and no pirates.

The perk used Zoner official RP to justify its existence and the RP of a CoF administrator as well. UN and Harmony actually have more than enough shooting at us in Bering. However some Zoners wanted to do so, and didn't have an ID for it. They couldn't use the pirate ID, as they're meant to be hostile to the station since they're trying to take it back. They couldn't use normal Zoner ID, as there's no engagement lines. We couldn't add the lines to the Zoner ID, as that would interfere with the RP of others. This seemed like the alternative that would make the most people happy whilst treading on the least toes.

I guess you mean that CoF administrator roleplayed by Croft, tasked with the administration of Freeport 2, eventually betraying the CoF, teaming up with unlawfuls with his own Rat Pack and renaming the station to Freeport Providence. That would fit Shinju's claim of only a single member of the CoF wanting to do this, unless she meant someone else beside him.
This ID is a tool for the participants of a local conflict to enable means normally prohibited by the default Zoner ID for obvious reasons (conflicts lore). As such it clearly does not represent Zoners altogether, nor does this conflict affect the entire community at all (just a few triggerhappy folks the indie Zoner playerbase has sadly never really been short of). I suggest renaming the ID to exclude the term "Zoner", be it Freeport Militant, Freeport Rebel, Reclaimer, whatever still fitting the handful of folks arming themselves to take their station back. I do and will not consider them Zoners.

I was questioning myself this week. There has to be a reason besides walking away for Zoners to still exist.

This is just probably both due common practice and logic to some extend. Since the objective is regain control of the Freeport, this makes it harder to supply it - which is one of the alternatives towards getting Bering control.

I did this because I thought there'd be a community for it. Judging by a few various discords and Skypes, people are going to set up ships for this.

I was questioning myself this week. There has to be a reason besides walking away for Zoners to still exist.
They so far managed to survive where they walked away. Their speciality is being endurant, diplomatic, agile, useful well enough to survive in the more harsher outer, less civilized regions of space - the "Zones", after which their name was given. Their arsenal does not exclude lethal weaponry, but their general mentality considers it as a last resort.

People will set up ships for PvP with light RP, not for roleplaying the NPC faction, but that will not make them Zoners.
If people REALLY want PvP for zoners, they had Freeport 11.5 and Zoner Multiplex. Im pretty sure, if we really had this a lot of people who want fight and setup ships for zoners PvP they already could've make it for Multiplex Defense.

So, im think, this is just NOTHING MORE then memeing around. Peoples will play for this ID probably for week or two and will forget about this finally.
Upd. Im really dont see much difference, pew Unioners for Liberty or for Zoners. You can even do it for Junkers for this VERY INTERESTING *trying to not yawn* military salvage even without ID line changings. Just damn, nobody instead of Unioners and Harmony dont care about this god-forgotten place.
