Combat: geared towards PvP, PvE, and any action involving shooting ships and players
Income: geared towards money-making activities like trading and mining
Roleplay: geared towards deep, complex roleplay involving lots of forumlancer and pen-before-sword activities
For example:
Liberty Navy: Combat
Liberty Police, Inc. (LPI): Roleplay, Combat
Deep Space Engineering (DSE): Income
Interspace Commerce: Income, Roleplay
Liberty Rogues: Combat
Lane Hackers: Roleplay, Combat
Zoners: Roleplay, Income
Rather than focusing on what specific other groups th'art going to interact with, try to make thy activities be based on more general groups. For example, Liberty Navy:
Fight Rogue/Outcast/Pirate players (Common in New York and California).Fight other players from major pirate factions (Liberty Rogues, Outcasts, Corsairs, Xenos, etc.), or indie pirates with capital-class vessels, common in New York system.
Destroying smugglers going to New York.Destroying smugglers going to/from New York. Common smuggling routes are:
Cardamine/Artifacts to Planet Manhattan
Slaves from Planet Pittsburgh
Weekly event against [RM] and indies every Saturday at 10pm GMTWeekly events against house militaries Liberty is at war with or major pirate factions. Events are as follows:

All events I have been in pretty much summed up.
idk man, pre-arranged events are alright, but to me the random pews are just more fun. Like gather 3-4 people and try to find something to shoot.

The idea is good, and it could live for a while but I don't see a long term prospect. As you said, maintaining it would be by far the biggest issue. As for the 2nd problem, people already know the routes and location of everything so it wouldn't be a problem.

I agree, what people often forget is that this game was purely a space combat simulator that Discovery slowly built into a roleplaying platform. Disregarding the former or only being here for the latter while all game mechanics point to it (every single ship has everything catered for combat, from guns to armor upgrades and whatnot) is ludicrous. I've no idea why would you even come to Freelancer and be afraid or flat out refuse to PvP. Skill's the problem? There are countless tutorials and people willing to help, nothing stops you from getting better except yourself (minus a physical injury/limitation).
That's why my statement PvP = RP comes up so often because people adjusted the combat to playing their role on a roleplay server through what game mechanics encourage you to do and what the game was made for originally, yet so many people are surprised when they engage in such form of roleplay. It's the purest, rawest, most direct and often most accurate form of roleplay and it's no less roleplay than typing walls of texts about who you drank tea with or shagged in your dreams.

In most cases disrespect is the problem. I have no problem dying in PvP. But if I'm facing a guy who I know constantly OORP taunts people, brags about his own skill all day long, who loves to get players angry and posts stuff like "get gut or get rekt", exclusively targets players who have no chance against him, or who shows disregard for the RP environment by using memey names or RP, there's just no reason to do him any favors.

IMO whilst such people can be problematic (I remember when the meme band of OP AI Drones killed the Omicrons for a bit), I've always felt they're a minority. As you integrate with the community more, taunting each other is done in jest and is banter. I.e I always tell Antonio how terrible he is in PvP, or how Thunderer tells Wesker how terrible he is in PvP. Etc. And the game has so many mechanics where even unskilled players can cheese blues off Pros.

Then that someone is an asshole and doesn't deserve your attention in anything, not just pvp.
In 2 steps:
1. Read their leaving treads and see WHY they have left in first place .Basic of Medicine , in order to cure illnes,you must first find out what couse it.
2. Work on solving problems that coused veterans to leave .
