Universal Shipping Incorporated procures Azurite Gas exclusively from the Core. Their modular based named Invicta Research Complex in Omicron Rho is our primary location and where the cargo is transferred to our transports.
Furthermore, the transports involved in this route have received extra safety control systems, standardized the purifying process of the containers from microorganisms, as well as reinforced the structural integrity of the cargo storage. As an extra safety measure our transport captains have strict orders to not unload their cargo to any station within Rheinland.

It seems there is some misunderstanding. Recommendations of trustworthiness are issued separately for each restricted commodity, they do not apply generally to all of them. In your case, you were about to get the recommendation for the Ageira White Boxes, but that cannot be used for the Azurite Gas. Not to mention that in the end the recommendation you claim to have was not issued formally, just promise of it.
Anyway, you are right that the Bundespolizei is one of the organizations which can issue recommendations of trustworthiness for the Azurite Gas. Danke for the provided information, however I must ask for some additions.
First, we need to know more about the security of ships which will be transporting this special cargo. For example how they will be equipped when it comes to weaponry and armour, or if they will fly with an escort and if that will be the case, what sort of escort it will be when it comes to numbers and ship classes.
Second, I would like to ask you to shortly summarize what benefit will this contract bring to Rheinland, for example its economy. It may sound unusual, but this point is part of the restricted cargo licences evaluation procedure and it is expected that if such special and in the wrong hands potentially abusable cargo is allowed to be transported through our territory, the Bundesrepublik should benefit from it in some way.

As you well know Universal Shipping boasts centuries of tradition on shipping and we specialize specifically in the transportation of high-value, high-risk cargo. In the absolute majority of our convoys, we enforce the Interspace Commerce shipping regulations.
If you are not aware of these regulations, please let me give you a summary. Interspace Commerce with its vast databases and knowledge on cargo insurance publishes once in a while recommendations for shipping companies in order to maximize the safety of the transport and the cargo. And they have determined that the best method is to prevent the pirate from reaching the transport instead of heavily arming the transports and fighting the pirates because due to the innate weaknesses of the transport-class, the casualties and risks have been calculated to be much greater.
Subsequently Universal Shipping invests mainly on the training and skills of our escorts who ensure that the pirate never reaches the transports, instead of arming our transports for combat which also decreases their maneuverability. We do not have objections against the emphasis on escorts used to neutralize attackers what is resulting in the transports just lightly armed, however we still insist on some degree of armour for situations like ambush or heavy attack. For this reason, we need to know what minimal armour class you plan to use for transports which would be carrying the Azurite Gas.
Also, considering the security policy you described, we need to ask regarding numbers and ship classes you use for escorts as well as if there is any ratio per number of transport ships applied. Basically we want to know what size and type of escort you plan to dispatch for ship or convoy of ships when transporting the Azurite Gas through Rheinland.
As mentioned before, due to our evasive policy our transports are instructed to be lightly armored. The minimal armor class we are using is an Armor Upgrade Mark 8. Our escorts on the other hand all belong in the Fighter-class category, either being Light Fighters which are equipped with long-range scanners and are used mainly as scouts and go as high as Super Heavy Fighters which are designed to deal the maximum amount of damage during a pirate engagement. Gunboats are not utilized because they are not effective in our prevention strategy. The ratio of transports per escort currently stands between 3 and 4. We do not consider lightly armoured transports escorted only by fighters in the ratio you mentioned as a sufficient security measure. Considering the nature of the cargo which could be abused if it would end in the wrong hands, we demand that for every transport ship there will be at least one escort or scout ship.
Now, this was the last point we needed to clarify to reach a decision. After careful consideration, we decided to issue the recommendations of trustworthiness for the Azurite Gas to the Universal Shipping primary division. Subsequently, the one year restricted cargo license for the transportation of the Azurite Gas is granted under these conditions:
Every transport ship carrying the Azurite Gas will be equipped with at least basic armour upgrade (formerly known as Armor Upgrade Mark 8) and accompanied with at least one fighter, bomber or gunboat class escort or scout ship all the time during transit through the Rheinland territory. Ships with mentioned cargo can fly through systems Sigma-15, Frankfurt, New Berlin, Hamburg and Rheinland zone in Hudson. The cargo may not be handed over to anyone else except for the Rheinland law enforcement authorities or another [*USI*] tagged ship under any circumstances.
