I'm not sure why that changed. Bounty Hunters specifically target criminals so it's not really open for abuse, and it would also give people a reason to pick a Bounty Hunter over the less restrictive Freelancer ID.
Honestly, as the Hunters currently don't have zoi, they could at least get the 4 houses and bordering systems as their zoi, and then be allowed to shoot all pirates in that zoi. Ideally I'd allow them to shoot pirates everywhere so Gamma and Alpha raids could potentially be a thing again but maybe that's just me.

This too. If we go by lore, Hunters appear all the way from New York and into Gamma and Alpha.

For big bounty rewards, I sure some people would be ready to play whole scene. Two birds with one stone:
1) You get rid of bounty hunters, because your head costs nothing now.
2) You and your friend get free money.
Just consider things up via PM, then come to server and start battle with full RP, but bountied player just slightly misses sometimes and eventually getting killed, then cash is being transfered to friend via account chain after few weeks or no transfer at all if they are good friends. Literally no way any computer system is able to detect that if they are not totally bad actors.
The solution I can come up with is to limit rewards to be lower than 10M credits, all these efforts described above just don't worth that. And bounty system still remains interesting.
Just to mention, if some person goes totally angry on someone else and puts 200M bounty, that is like free money for bountied player and his friends, like nice present.

For me, it is not justification of malicious players, just shows how bad Disco economy is.
There always must be way to spend your cash with worth.
freelancer = space shooter
freelancer =/= money farming simulator
promoting pvp is promoting freelancer and the game's core, its what the game is designed for
besides no one has said the plugin money would be higher than 1m, for example. repeatedly killing someone to abuse the plugin will never work because server logs show death timestamps and it'd be extremely easy to identify someone abusing the system due to repeated deaths without respecting the pvp death rule
just because nuclear technology can be used to nuke things doesn't mean it can't be used to get your refrigerator working
